I. JOB SUMMARY
Family Service & Children’s Aid Society employs the position of Program Director to train, supervise, and monitor the employees responsible to successfully deliver individual, relationship and family therapy. This position is also expected to participate in overall Agency management and represent the Program and Agency in various community boards and organizations as appropriate.
This position is also responsible for maintaining an active caseload that provides individual, family, and relationship therapy and casework services to assist individuals in attaining a more satisfactory social, economic, emotional, or physical adjustment to their current situation. The Program Director is expected to utilize their education, training, judgment, and discretion to direct the therapeutic process when providing services to individuals and families.
This position reports directly to the Clinical Director of Family Service & Children’s Aid Society with formal individual supervision being held on a weekly basis and informal supervision being available on an ongoing basis and is located at Family Service & Children’s Aid Society’s main office in Oil City. The work schedule varies and may include evening and weekend hours based on individual needs.
II. ACCOUNTABILITIES REGARDING WORK PERFORMED
1. Administrative – Supervision
Supervision/Program Monitoring
A. Responsible for the management of the Individual & Family Counseling Program with assistance from executive staff.
B. Direct the work of employees monitoring matters such as clinical efficacy, productivity expectations, training, and management issues to maximize quality and coordinate services delivered to the individuals.
C. Monitor the active caseloads of all employees through formal weekly supervision and informal ongoing supervision, especially concerning problematic areas, and as a guide for the therapeutic process.
D. Review individual case files of all employees under the direct supervision of this position to be better informed of the services being provided, to monitor quality of services, to make recommendations and give others feedback, and to give directions to employees.
E. Complete employee evaluations per Agency Personnel Policy and Procedure Manual to monitor job performance, provide support for professional growth, and to make future work-related goals.
F. Assist the executive staff in the management of employee complaints, grievances, and disciplinary actions.
G. Develop and update accurate wait lists for individuals in need of services for long range planning purposes should the need arise.
H. Administer all aspects of the Agency Personnel Policy and Procedure Manual to enhance personnel operations within the Agency. This includes reviewing and authorizing time sheets and other related personnel documents; addressing personnel issues related to program employees; and promoting employee attendance at trainings, workshops, and in services to enhance professional growth.
Compliance
A. Monitor individual case files to assure a complete record of service activities, to be accountable for services delivered, and to ensure that the required forms and documents are secure.
B. Collect, review, and report all required statistical data related to the services being provided to give an accurate, up to date profile of service activities.
C. Monitor billing, encounter forms, progress notes, and treatment plans on a weekly basis.
D. Assure that direct report employees have been provided with the appropriate training needs to meet the specific criteria outlined by funding sources and regulatory agencies.
E. Develop, implement, and monitor program policies and procedures to assure compliance with regulations set forth by the funding body and the regulatory agencies.
Research/Development
A. Assist in the annual request for proposal process to ensure continued program funding, inclusive of all aspects of program operations (e.g., narrative, budget, statistics, etc).
B. Analyze, maintain, and control the budgets and confer with Executive and Administrative staff to review budget activity to determine program changes that may be required.
C. Assist in strategic planning regarding future programs.
Other
A. Attend training, meetings, in-services, and webinars to keep abreast of current information, regulations, and general knowledge to enhance professional growth.
B. May perform other duties deemed appropriate by executive staff to enhance the operation of a particular program or of the Agency as a whole.
2. Direct Services
1. Therapy
A. Provides individual, relationship, and family therapy using independent discretion and judgment as appropriate for unique family and individual needs, utilizing a variety of therapeutic interventions to analyze, interpret, or make deductions from varying facts or circumstances as presented.
B. Provides crisis intervention for individuals and families, including assessment and treatment of emotional and behavioral problems.
C. Provides therapeutic interventions to individuals and members of their families to empower diverse individuals and families to accomplish mental health, wellness, and other identified goals.
D. Assists individuals and families regarding managing ongoing mental health concerns and provides therapy to help make positive changes.
E. Conducts diagnostic and ongoing assessments to ensure that individuals gain access to resources while addressing their personal issues. Diagnoses are made in accordance with the criteria set forth in the most current version of the Diagnostic and Statistical Manual of Mental Disorders (DSM).
F. Recommends discharge and develops an aftercare plan if appropriate.
G. Researches and utilizes evidence-based practices/therapies to conduct assessments and provide therapeutic interventions.
2. Case Management
A. Obtains information from individuals or families to identify any social, economic, emotional, health or physical problems to assist with referrals and community resources.
3. Advocacy
A. Work to pursue social change, particularly with and on behalf of vulnerable and oppressed individuals and groups of people. Change efforts should be focused primarily on issues of poverty, unemployment, discrimination, and other forms of social injustice. These activities should seek to promote sensitivity to and knowledge about oppression and cultural and ethnic diversity.
B. Work on behalf of individuals and families to ensure access to needed information, services, and resources; equality of opportunity; and meaningful participation in decision making for all people.
4. Community Outreach
A. Oversee the planning and development of programs in the community that will have an impact on the success of the population we serve such as: the stigma that is attached to mental illness; barriers to service, including the inability to pay due to being uninsured/underinsured; lack of transportation; trauma; violence; and poverty.
B. Oversee participation in community awareness events that focus on mental health issues and advocating with other professionals and agencies within the community to provide education regarding the issues that impact the individuals we serve.
5. Record Keeping
- Records, completes, and maintains documents in the EHR system as outlined in the program policies and procedures manual, including but not limited to the maintenance of all said records, to satisfy all governing/funding requirements of the program. Monitors client records in the Credible system to ensure a complete record of service activities is recorded, accountability is established for services delivered and required forms and documents have been secured to comply with programmatic regulations.
- Maintains accurate statistics to have an up-to-date profile of services rendered and to follow contract specifications.
- Completes treatment plans and treatment documentation activities per program criteria and standards for accountability for direct services.
6. Other
A. Attends training, meetings, in-services, and webinars to keep abreast of current information, regulations, and general knowledge to enhance professional growth.
- Participates in all required supervision sessions. Is expected to be actively involved in collaborating to determine appropriate therapeutic options for individual family’s needs.
- Seeks out information and skills as needed to offer individuals and families the highest quality of service.
- Attend thirty (30) hours of training every two (2) years to maintain licensing, as required by licensing agencies.
- Perform recredentialing requirements, including completion and submission of paperwork, for private insurances.
- Operates within the framework of the National Association of Social Workers (NASW) Code of Ethics and or the American Counseling Association (ACA) in addition to the Agency Code of Ethics as listed in the Agency Personnel Policy & Procedure Manual.
- May perform other duties deemed appropriate by the Executive Director to enhance the operation of a particular program or of the Agency as a whole.
III. HIPAA MINIMUM NECESSARY STANDARD
The minimum necessary standard, a key protection of the HIPAA Privacy Rule, is derived from confidentiality codes and practices in common use today. The minimum necessary standard requires the Agency to evaluate our practices and enhance safeguards as needed to limit unnecessary or inappropriate access to and disclosure of protected health information.
This position may only access the minimum information that is necessary to perform all job accountabilities included in this job description.
1. Permitted Accesses
A. Access to individual case files for the Individual & Family Counseling Program.
B. Access to personnel files for staff of the Individual & Family Counseling Program.
2. Justification/Purpose
A. To carryout the operations of the Individual & Family Counseling Program including, compiling individual case files to ensure a complete record of service activities, and maintaining accurate individual case files to comply with program standards.
IV. REQUIREMENTS
1. Valid PA driver’s license to use on the job when necessary; and proof of own vehicle insurance if personal vehicle is used for business purposes.
2. Act 151, 73, and 34 clearances.
3. Ability and willingness to respect and practice confidentiality.
4. Flexibility to work irregular hours.
5. Willingness to attend out-of-town conferences, training workshops, and meetings as necessary.

VI. MINIMUM EXPERIENCE AND TRAINING
1. Education/Training Requirements
A master’s degree in a mental health field and possess an active license as an LCSW, LPC or LMFT in Pennsylvania.
2. Work Experience
Five years of related experience working with individuals and families; AND 3 years supervisory experience; AND the above education requirements.
