Job Overview
Acts as the Assistant Manager of St. Paul’s Home-Based Services Department and reports directly to the VP of Senior Living Services. Develops and implements policies and procedures in conjunction with St. Paul’s management and manages all services, operations, and regulatory compliance.

Duties & Responsibilities:
Management & Operations
- Assists with the management of the Home-Based Services department to meet budgeted revenue and expense goals. Organizes and directs the department’s ongoing functions. Supports the VP of Senior Living Services in all aspects related to the day-to-day function of the home care office.
- Assists with the development and continued management of all aspects of the services provided to clients. Delegates authority to others, including the alternate administrator, for continued management of services and scheduling during absence from work.
- Implements and supervises the administration policies of the department and administratively supervises the provision of all services.
- Fills in for staff whenever necessary.
- Participates in St. Paul’s committees as needed.
Staff Management, Training & Development
- Assists with oversight of St. Paul’s Home-Based Services employees and representatives to abide by accepted standards of practice as set forth by all related regulatory entities.
- In conjunction with Human Resources and the VP of Senior Living Services, hires and supervises the workforce to ensure that high-quality care is provided to clients and that St. Paul’s Home-Based Services is managed successfully. Works to ensure that St. Paul’s policies and procedures are followed and enforced.
- Assists with new hire orientation.
- Assists with coordination of quarterly staff training, including the agenda, speakers, handouts, and completion of training documents.
- Assists with staff development, client development, and referral development.
- Maintains a high level of competence within the staff by accessing training and educational programs inside and outside of St. Paul’s.
Client Services & Scheduling
- Interacts positively with staff, clients, prospects, residents, and family members.
- Assists with scheduling caregivers to ensure that all clients requesting services receive what they need in a timely and effective manner. Distributes monthly calendars to clients.
- Completes the intake of new clients (or manages the process) to ensure that all requests for services are handled as promptly as possible. This includes completion of the client’s plan of care and intake paperwork.
- Manages the marketing and coordination of services including Lifeline technology and the On-the-Go-Dining (OTGD) program.
- Audits documentation of services to ensure accurate and timely completion.
Referral Development, Marketing & Community Relations
- Develops positive relationships with referral sources, i.e. physicians, hospital discharge planners, clergy, care managers, other home care organizations, and social workers to facilitate a steady stream of referrals of new business to the organization. Works with the appropriate St. Paul’s employees to ensure internal referrals.
- In conjunction with St. Paul’s Director of Marketing and the VP of Senior Living Services, implements the marketing and advertising plan.
- Accepts and seeks out public speaking opportunities to promote St. Paul’s Home-Based Services.
Financial Management & Business Administration
- Works with the business office to ensure that payroll and billing is processed timely and accurately, and to ensure that accounts payable and accounts receivable are managed appropriately.
- Authorizes expenditures to maintain sound financial administration in accordance with the approved annual budget.
- Recommends appropriate annual changes to charges to maintain sufficient revenue for sound financial management of the organization.
- Recommends new services and/or lines of business to develop to maintain a healthy organization.
Regulatory Compliance & Quality Improvement
- Maintains St. Paul’s Home-Based Services in good standing with all authorities having jurisdiction over the organization and processes all applications for licenses and permits.
- Manages a quality improvement program. Supervises and evaluates client satisfaction survey reports on all clients served.
- Assists with oversight of St. Paul’s Home-Based Services employees and representatives to ensure compliance with accepted standards of practice as set forth by all related regulatory entities.
On-Call & After-Hours Responsibilities
- Be available via telephone during the agency’s operating times.
- Rotate on-call coverage after-hours and on weekends. When on call, carries a cell phone at all times and manages all phone calls to the office. This may include intake and managing call-offs and/or no-call/no-shows and, in the event of an emergency, serving as a caregiver.

Qualifications
- Bachelor Degree in Health and Human Services or related field preferred
- Must possess a valid driver’s license and motor vehicle drivers license history clearance
- Working knowledge of computer word processing and Microsoft Office including Word, Excel and PowerPoint. Ability to operate basic office equipment such a fax, copy machine, etc.
