Position Description:
The Compliance Specialist at Spring Creek Towers handles the full life cycle of a tenant file, ensuring regulatory compliance, high productivity, and exceptional tenant service. The primary expectation for this role is to manage the resident file at full length, from move-in to annual recertification, including handling initial certifications, annual recertifications, and interims. This position requires a thorough understanding of HUD regulations, Project-Based Section 8, Section 236, and NYCHA compliance requirements. The ideal specialist possesses great organizational skills, is detail-oriented, can multi-task, has the ability to coordinate complex situations, prioritizes work, meets deadlines, is analytical, has great customer service skills, and is reliable.
Knowledge, Skills and Abilities: Requirements and Competencies: - • Experience: Proven experience in affordable housing, specifically with HUD Section 8, Section 236, and/or NYCHA programs.
- Skills: Strong knowledge of HUD compliance, EIV, and income/asset calculation
- Software: Proficiency in database management systems (Yardi preferred) and Microsoft Office Suite

Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Frequently required to lift and transport files, binders, or boxes weighing between 10 and 25 pounds, and significant walking within office environments, to file rooms, or across warehouse/locations to audit records. Stooping, kneeling, crouching, or crawling to access low filing cabinets or bending down to review documents in field locations. Essential Functions:
Full-Cycle Compliance (Move-in to Recertification)
- Process tenant annual recertifications, interim changes, and initial certifications from start to finish.
- Process new applications, conduct interviews to determine eligibility, schedule unit showings, and coordinate move-ins with the Property Management department.
- Responsible for all Section 8 and/or 236 Annual, Interim, and Initial Certification HUD 50059 lease signings.
- Submit completed move-in files to the Assistant Director of Quality Assurance for review and approval.
HUD & Regulatory Compliance
- Run monthly and quarterly [EIV (Enterprise Income Verification) reports] and comply with all EIV Requirements, including resolving discrepancies.
- Maintain comprehensive knowledge of [MOR (Management and Occupancy Reviews)] requirements and the [HUD Handbook 4350.3].
- Prepare and send out all third-party verification forms in a timely manner.
Financial Calculation & Data Management
- Accurately calculate household income, assets, allowances, and deductions to determine rent charges.
- Enter data into the appropriate database (e.g., Yardi/HUD Manager) and update trackers promptly.
- Process timely letters notifying tenants of upcoming recertifications (120/90/60 day notices).
Tenant Relations & Administrative Support
- Meet with tenants to discuss concerns related to rent charges determined by recertifications.
- Organize and purge files as needed; maintain resident files in a clean and organized manner per company policies.
- Maintain assigned caseload and ensure all files are in a "ready" state for audits.
- Provide organizational and administrative support for the Recertification Department as needed.
- Perform other related duties as assigned (i.e., reporting, administrative tasks, etc.)
