KEY RESPONSIBILITIES
● Lead and manage the Roadway and Stormwater engineering team in the planning, design, and delivery of
municipal infrastructure projects.
● Determine project scope, criteria, and priorities; oversee consultant and contractor performance on streets,
drainage, water, and sewer projects.
● Prepare technical reports, resolutions, and ordinances; deliver professional presentations to the Board of
Directors and public meetings.
● Serve as the City's expert witness in eminent domain and right-of-way acquisition proceedings; provide technical
guidance to legal counsel and appraisers.
● Oversee the Municipal Separate Storm Sewer System (MS4) permit compliance and contribute to GIS
development initiatives.
● Review and approve development plans, floodplain management recommendations, and resolve citizen
complaints.
● Assist in the development and management of the annual Capital Improvement Plan (CIP) and section operating
budget.
● Collaborate with other City departments, external agencies, consultants, and stakeholders on engineering and
infrastructure matters.
● Handle special projects as assigned and demonstrate adaptability in a dynamic municipal environment.
QUALIFICATIONS
Minimum Requirements
● Bachelor of Science degree in Engineering (Civil Engineering strongly preferred)
● Minimum of 10 years of progressive experience in civil engineering, design, project management, and
administration of municipal infrastructure projects
● Current Professional Engineer (PE) license to practice in the State of Arkansas, or ability to obtain licensure
within 6 months of hire
Preferred Qualifications
● Bachelor of Science in Civil Engineering
● Significant experience in municipal government or public sector engineering leadership
● Strong background in stormwater management, roadway design, and capital project delivery

● Knowledge of municipal operations, budgeting, capital planning, and regulatory compliance (including MS4 and
floodplain management)
ADDITIONAL INFORMATION
● This is a full-time, exempt (salaried) executive-level position.
● The position is designated as essential during inclement weather events.
● This is a safety/security-sensitive position subject to random drug and alcohol screening.
● A valid driver's license and acceptable driving record are required.

Pay: $135,000.00 - $165,000.00 per year
