This role is responsible for leading and managing all aspects of the testing lifecycle for Product and DDI (Design, Development, and Implementation) projects. This role ensures high-quality delivery through strategic planning, resource management, and collaboration with cross-functional teams, while adhering to organizational standards and best practices.
Testing Strategy & Planning
Define and execute comprehensive testing strategies, including scope, timelines, and deliverables for large-scale projects. Apply expertise in Immunization Information Systems (IIS) and public health workflows to align testing approaches with domain needs. Establish and maintain Test Center of Excellence (CoE) processes, templates, and standards. Track and report testing metrics, proactively identifying risks and implementing corrective actions.
Project & Resource Management
Oversee resource planning, work allocation, and demand management across multiple projects. Monitor team productivity and capacity to ensure efficient delivery. Develop and manage training plans to upskill resources and maintain high performance.
Governance & Risk Management
Manage project scope, changes, and issues, conducting regular risk assessments and mitigation planning. Ensure adherence to audit requirements and organizational standards. Participate in governance forums and maintain compliance with Service Level Agreements (SLAs) and quality benchmarks.
Collaboration & Stakeholder Engagement
Collaborate closely with cross-functional teams, including functional, regression, performance, automation, test data management, environment, and release teams. Partner with Release Coordinators to support code merges, regression cycles, and risk evaluation. Align with offshore Test Managers and project teams to meet delivery milestones, incorporating stakeholder feedback effectively.
Quality Assurance & Continuous Improvement
Lead defect root cause analysis and drive preventive actions to improve quality. Promote best practices and continuous improvement initiatives. Evaluate and recommend tools and frameworks for automation, performance testing, and test data optimization to enhance efficiency.
Delivery & Client Management
Ensure effective day-to-day client engagement and successful delivery of QA services, maintaining scope, schedule, and quality. Own overall QA stream outcomes and SLA adherence. Monitor change requests and align testing activities to ensure quality outcomes. Support client interactions with a strong understanding of public health systems and data exchange requirements.
- 8+ years of experience in business analysis and software testing, with at least 4 years in a leadership role.
- Strong experience in healthcare domain, preferably supporting state public health or immunization registry systems (IIS).
- Experience with Agile and Waterfall methodologies.
- Familiarity with test and defect management tools (e.g., ALM).
- Working knowledge of HL7 messaging standards (e.g., VXU, ACK) and healthcare interoperability concepts.
- Experience in managing large-scale projects and distributed teams.
- Strong understanding of data validation and backend testing concepts (e.g., SQL).
- Excellent communication, stakeholder management, and problem-solving skills.
- Familiarity with Immunization Information Systems (IIS) and public health workflows.
- Project Management Professional (PMP) and ISTQB certifications.

The pay range for this position is $90,900.00 - $129,900.00 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
