Job Summary
We are looking for a Senior / Lead Developer to support a federal healthcare program, including application development, modernization, sustainment, and integration work. This role is responsible for leading technical delivery, designing and developing secure application features, supporting integrations and APIs, guiding development standards, and helping the team deliver reliable software in an Agile environment.
Key Responsibilities
- Lead design, development, testing, integration, maintenance, and enhancement of mission-critical web applications, APIs, services, and supporting components.
- Translate business requirements, user stories, technical designs, and architecture guidance into secure, maintainable, and testable software solutions.
- Develop and maintain backend services, REST APIs, microservices, database interactions, and user-facing application components as needed.
- Provide technical direction, code reviews, mentoring, troubleshooting support, and delivery guidance to developers across the team.
- Collaborate with product owners, business analysts, testers, architects, DevOps engineers, security teams, and client stakeholders to deliver sprint commitments.
- Support application performance tuning, defect resolution, root cause analysis, production issue triage, and operational readiness.
- Apply secure coding practices, accessibility standards, coding standards, automated testing, and configuration management practices.
- Support CI/CD pipelines, release planning, deployment readiness, environment coordination, and change management activities.
- Prepare and maintain technical documentation, design notes, implementation details, runbooks, and knowledge transfer materials.
- Participate in Agile ceremonies, backlog refinement, sprint planning, demos, retrospectives, and continuous improvement activities.
Required Qualifications
Education and Experience
· Bachelor's degree in Computer Science, Engineering, Software Engineering, Information Technology, or a related field; or equivalent professional experience.
· 4 + years of software development experience, including experience leading technical delivery or mentoring developers.
· Strong experience with Java, J2EE, Spring, Spring Boot, REST APIs, microservices, SQL, and enterprise application development.
· Experience with modern front-end frameworks or technologies such as Angular, React, TypeScript, JavaScript, HTML, CSS, or similar tools.
· Experience with relational databases, data access patterns, API integration, application troubleshooting, and performance tuning.
· Experience with Git, GitLab, GitHub, Jenkins, Maven, Gradle, Jira, Confluence, or similar development and delivery tools.
· Understanding of Agile, Scrum/Kanban, software development lifecycle practices, release management, and production support.
· Knowledge of secure coding practices, authentication/authorization concepts, vulnerability remediation, and application security fundamentals.
· Strong written and verbal communication skills with the ability to explain technical issues clearly to technical and non-technical stakeholders.
· Ability to obtain and maintain required public trust or client-required background suitability clearance.
Preferred Qualifications
· Experience supporting federal healthcare, federal marketplace, eligibility, enrollment, claims, financial management, or public sector data environments.
· Experience with AWS, cloud-native application development, containers, Docker, Kubernetes, or related cloud modernization practices.
· Experience with DevSecOps, CI/CD automation, SonarQube, Fortify, security scanning, automated testing, and audit evidence.
· Experience with Section 508, accessibility, usability, UX collaboration, and federal digital service expectations.
· Experience with identity and access management, OAuth, SAML, single sign-on, role-based access control, or related security patterns.
· Technical certification or formal training in cloud, Agile, software architecture, security, or related technology areas.
