This is a Non Managerial position with no project management, budget accountability, or staff supervision. Ideal for a senior engineer who is looking for technical engineering design support without project or people management.
Position Overview
We are seeking a Senior Technical Manager for Land Development to lead technical delivery on medium to large land development projects. The role focuses on shaping technical quality and outcomes for site design, ensuring adherence to engineering standards. Support review of QA/QC to ensure continuous improvement of documentation standards.
Key Responsibilities

Provide technical support for land development projects, ensuring designs meet engineering standards and client expectations.

Serve as subject matter expert on site design efforts including grading, drainage, stormwater management, utilities, and roadway coordination.

Identify design risks, code conflicts and potential permitting issues recommending technically sound solutions.

Conduct technical reviews of design calculations, hydrologic and hydraulic modeling, and technical deliverables for accuracy and compliance.

Support QA/QC processes and technical documentation standards.

Mentor engineering staff, providing guidance on technical issues, career growth, and quality standards.

Remain current with Maryland and local jurisdiction land development regulations, agency review processes and standards.
Qualifications

Bachelors degree in Civil Engineering; Professional Engineer (PE) registration required.

Minimum 15 years of progressive experience in civil engineering with a focus on land development and site design.

Demonstrated expertise in engineering standards, permitting processes, and entitlement support for public agency approvals.

Strong technical review skills with experience in hydrologic and hydraulic modeling, stormwater management, grading, and drainage design.

Proven experience reviewing QA/QC programs, performing technical calculations review, and ensuring regulatory compliance.

Excellent written and verbal communication, with ability to clearly explain complex technical concepts.

Proficiency with relevant design and analysis software.
