Compensation: $30–$33 per hour, depending on experience
Location: Remote within Illinois; limited travel required
Duration: 12-month grant-funded position with potential for continuation based on funding availability

About ILCHWA
The Illinois Community Health Worker Association (ILCHWA) is a statewide membership organization dedicated to advancing the Community Health Worker (CHW) workforce through advocacy, workforce development, technical assistance, and systems change. ILCHWA works to ensure that CHWs are recognized, supported, and integrated into healthcare and public health systems across Illinois.
As Illinois prepares to implement statewide CHW certification and Medicaid reimbursement, ILCHWA is expanding its Technical Assistance (TA) Center to support CHWs, employers, healthcare organizations, and community-based organizations as they navigate these new opportunities.
Position Summary
ILCHWA seeks a mission-driven Program Manager to oversee the implementation of a statewide technical assistance initiative focused on Community Health Worker certification, certification maintenance, Medicaid reimbursement, and workforce sustainability.
The Program Manager will coordinate educational programming, provide technical assistance, support outreach and stakeholder engagement, manage project implementation, and assist with evaluation and reporting activities. This position is ideal for an organized, collaborative professional passionate about health equity, workforce development, and supporting community-centered approaches to improving health outcomes.
The Program Manager will work closely with ILCHWA leadership, consultants, evaluators, community partners, and CHWs throughout Illinois.
Primary Responsibilities
Program Management and Implementation (40%)
- Manage day-to-day implementation of a statewide technical assistance initiative.
- Coordinate six hybrid workshops and webinars focused on:
CHW certification
Certification maintenance
Medicaid reimbursement
1115 Waiver opportunities
Workforce sustainability and career advancement
● Develop and maintain project workplans, timelines, and implementation tracking systems.
● Coordinate presenters, guest speakers, vendors, and partner organizations.
● Ensure completion of project deliverables and reporting requirements.
Technical Assistance and Stakeholder Support (25%)
● Provide technical assistance and navigation support to CHWs, employers, healthcare organizations, and community-based organizations.
● Facilitate virtual office hours and follow-up support sessions.
● Respond to participant inquiries regarding certification and reimbursement processes.
● Maintain and update resource guides, FAQs, and technical assistance materials.
Outreach and Membership Engagement (15%)
● Support recruitment and engagement of workshop participants and ILCHWA members.
● Develop outreach materials and communications in collaboration with ILCHWA leadership.
● Build and maintain relationships with partners and stakeholders across Illinois.
● Assist with membership growth and retention efforts.
Evaluation and Reporting (15%)
● Coordinate participant surveys and other data collection activities.
● Track program participation, technical assistance requests, and project outcomes.
● Support external evaluation activities and continuous quality improvement efforts.
● Prepare summary reports and presentations for funders and stakeholders.
Administrative Support (5%)
● Schedule meetings and maintain project documentation.
● Participate in organizational planning meetings and team activities.
● Assist with other programmatic duties as assigned.
Qualifications
Required
● Associate's degree and at least two years of relevant experience, or an equivalent combination of education and experience.
● Experience coordinating programs, training, workshops, technical assistance activities, and/or community initiatives.
● Strong organizational and project management skills.
● Excellent written, verbal, and interpersonal communication skills.
● Experience using Zoom, Microsoft Office, Google Workspace, and other virtual collaboration tools.
● Ability to manage multiple priorities and work independently in a remote environment.
● Commitment to health equity and community-driven approaches to systems change.
Preferred
● Experience working with Community Health Workers, community-based organizations, healthcare systems, Medicaid programs, workforce development initiatives, or public health programs.
● Experience facilitating training, webinars, or stakeholder meetings.
● Experience collecting and managing program data.
● Familiarity with Illinois healthcare, Medicaid, or CHW policy initiatives.
● Bilingual Spanish-English proficiency.
