Position Purpose
Identify, develop and maintain compliance programs that mitigate risks presented to the bank in the areas of regulatory, legal and operational compliance, as well as auditing. Collaborate with bank leaders in the identification, coordination, implementation and monitoring of controls implemented to mitigate identified risks. Manage relationships with third parties, auditors and regulators as they assess the bank and its programs designed to control compliance and regulatory risks. Promote accountability, ethical behavior and a strong compliance culture.
Position Accountabilities

Demonstrate Outstanding Customer Service

Develop risk controls in collaboration with bank management in such a way that they minimize the impact to the bank’s customers and help the bank operate efficiently.

Provide timely support to senior leaders and staff when they encounter unique situations requiring research and direction in complying with applicable processes, procedures and regulations.

Establish and Maintain a High-Level Compliance Culture

Achieve and maintain a base of knowledge on regulations and law that the bank is required to comply with on an ongoing basis
-
Perform internal risk assessments as needed to shape compliance direction
-
Develop and maintain policies and recommend changes that guide the bank in establishing a framework for appropriate compliance on an ongoing basis
-
Lead a compliance committee consisting of department heads and functional area specialists in establishing procedures and processes in their respective areas so effective compliance can be achieved as a routine part of all banking activity

Design and coordinate a compliance training program by developing a working relationship with third party training and consulting resources and implementing appropriate staff training initiatives and opportunities for both new and existing employees to ensure that bank staff is optimally trained to achieve desired compliance

Develop and maintain appropriate reporting to the Board of Directors on compliance initiatives and collaborate with the Board in achieving regulatory compliance

Oversee management of third-party vendors by completing initial due diligence of new vendors and collecting and reviewing documents for ongoing management of existing vendors

Demonstrate Effective Management/Supervision and Staff Development

Lead, coach, train, and develop staff in compliance, systems, and product knowledge to achieve performance goals

Direct and manage the accuracy, productivity, and efficiency of compliance staff and operations

Supervise department and staff by assigning work, scheduling, and conducting Compass Meetings and Compensation Reviews

Coordinate a Compliance and Audit Program Monitoring for Regulatory Compliance
-
Maintain oversight to ensure compliance team members or third parties coordinate appropriate audit processes and protocol to assess whether the bank is effectively achieving compliance with all applicable regulations
-
Either directly or indirectly complete internal audits on applicable scopes of regulation to assess the effectiveness of efforts to achieve regulatory compliance
-
Identify areas of regulation that cannot be effectively evaluated with internal audits and coordinate appropriate external audits on applicable scopes of regulation to assess the effectiveness of efforts to achieve regulatory compliance
- Report audit findings to senior management and the Board of Directors on a timely basis

Communicate audit findings to appropriate bank staff and to the extent corrective action is required work with staff to give guidance so that successful compliance can be achieved

Coordinate the Bank’s Preparation and Response for Regulatory Examinations and Third-Party Audits

Review documentation and information requests for pending regulatory examinations and audits; gather required documentation and coordinate efforts to submit the same

Coordinate with the CEO and other senior managers in implementing appropriate changes in response to regulatory or audit demands or suggestions

Assist the CEO and other senior managers in achieving a culture of constant audit and examination readiness

Serve as Bank Secrecy Act (BSA) Officer

Responsible for the coordination and oversight of an effective Bank Secrecy Act/Anti-Money Laundering/OFAC Compliance Program
-
Act as liaison and primary contact for Federal and State examinations and internal and external independent reviews of audits
-
Stay current with emerging risks, new or amended laws, regulations, or agency guidance and implement appropriate changes and controls

Develop and implement internal BSA/AML training programs based on current regulatory and industry standards and ensure that employees adhere to the BSA/AML policies, procedures, and processes

Manage existing or implement new technology solutions that enhance BSA efforts including risk review and fraud prevention

Actively Contribute to Leighton State Bank Continuous Improvement

Contribute to a positive team environment by cooperatively working with other leaders and bank personnel

Execute strategic initiatives as directed by the CEO and other Senior Managers

Perform other projects and duties assigned by the Risk Officer

Education and Experience
-
Possess a degree in a field of study preparing a candidate to proficiently perform and assist in bank risk management and business compliance OR a minimum of 3 years experience in banking; ideally with background in compliance or risk positions.
