Job Summary:
This position plans, directs, and manages the development of automated systems, oversees policy and procedure improvements, and ensures all departmental projects are completed successfully. The role also supervises a staff of Project Leaders, Programmer/Analysts, and Business Analysts assigned to the Finance/Provider/Reference/Premium Billing Unit within Applications Systems; mentors team members; prepares reports; manages budgets; and participates in hiring processes.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Major duties and responsibilities include, but are not limited to:
- Manage and direct the ISD Finance/Provider/Reference/Premium Billing Applications Systems. Ensure systems operate efficiently, meet user needs, and support the department’s overall goals. Provide leadership to staff assigned to the unit, establish priorities, and deliver high-quality service.
- Develop and mentor staff assigned to the department including establishing training plans and career paths. Provide coaching, professional development, and structured training to support staff success. Help employees identify career pathways, build competencies, and ensure they have the tools needed to perform effectively and advance within the organization.
- Understand the business functions, provide guidance and assist staff in developing solutions and solving problems. Ensure that all work in the department is performed according to policy and procedure. Monitor workflows and staff performance to ensure all tasks align with established policies, procedures, and regulatory requirements. Identify gaps in compliance and implements corrective actions as needed to maintain operational integrity and consistency.
- Participate in code reviews, design and architecture discussions, change control, and root cause analysis.
- Prepare management and status reports. Compile, analyze, and present data and updates for leadership to support decision-making. Produce clear and accurate reports that communicate project progress, issues, outcomes, and operational performance.
- Attend various meetings, classes, seminars and demonstrations. Participate in internal and external meetings and professional development opportunities to stay informed about industry trends, emerging technologies, and best practices. Bring back relevant knowledge to improve departmental operations.
- Participate in the hiring process for the department. Assist in recruitment activities, including reviewing applications, interviewing candidates, and selecting qualified individuals. Ensure hiring decisions support departmental goals and contribute to a skilled, diverse workforce.
- Establish Information Services Division Policy and Procedures. Develop, update, and implement policies and procedures that govern the division’s work. Review existing guidelines for effectiveness and revise them to reflect evolving practices, compliance standards, and organizational needs.
- Establish Operational/Strategic planning for the department. Lead the creation of operational and long-term strategic plans to guide departmental growth and performance. Evaluate current activities and future needs, setting clear goals, objectives, and priorities to support organizational direction.

Knowledge, Skills & Abilities (KSAs):
Knowledge:
- Strategic planning in order to develop goals/objectives for the department
- Management principles in order to mentor and lead staff toward the successful completion of assignments
- Computer science in order to determine the best application of resources for automated systems development
- Federal regulations in order to maximize the federal match on state spending
- Principles of AMS in order to apply continuous process improvement to department policies, processes and procedures
- Project management in order to effectively manage projects and resources
- Current technologies in order to perform accurate technology assessments for projects and strategic planning
Skills:
- Full Stack Application Development
- Enterprise Grade Application Development leveraging C#, SQL Server and Azure Cloud platform
- Visual Studio, ADO, ServiceNow tools and DevOps
- Written and verbal communications skills to allow effective communication with upper management, peers, subordinates, clients, and customers
- Self-motivated, goal oriented, well organized, and performs effectively under pressure
- Good listening skills, good training techniques
Abilities:
- Establish and maintain effective policies and procedures regarding the operation of the department

Qualifications:
Minimum:
- Bachelor’s degree plus 8 or more years of experience in related discipline (or equivalent experience). At least 5 years of developing software applications using ASP, .Net, C#, SQL Server in Cloud platform. At least 3 years of directly supervising software development teams developing enterprise grade web applications.
Preferred:
- PMP Certification
- ScrumMaster Certification
- Agile Methodology
Pre-Employment Requirements:

- Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
