Compensation: $51,000 - $56,000. Salary may be dependent upon the candidate’s qualifications and experience.

This position is responsible for full cycle recruitment. This position will develop strategic hiring plans, manage the recruitment budget and staff, source top talent, promote the DCF culture and ensure DCF recruitment processes are in compliance with DCF and state policy and regulation.
Qualifications
Education: General
Minimum Qualifications: *If a driver’s license is required, a copy must be sent to your recruiter following the interview.* Must maintain a valid driver's license. Two years of experience in planning, directing, organizing, managing or administering personnel services functions. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications: One year of State of Kansas personnel services experience.
One-year recruitment experience.
Post-Offer, Pre-employment Requirements:
Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.
Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.

Advise managers and employees on staffing policies and procedures. Establish and maintain relationships with hiring managers to stay abreast of current and future hiring and business needs. Serves as a member of interview teams when requested. Develop processes for ensuring behavioral based selection techniques are being applied at the umbrella agency level. Serve as consultant to management and staff on recruitment needs. Screen and refer applicants to hiring personnel in the organization. Gather data, study process and identify recruitment/retention problems in order to identify solutions. Provide feedback regarding trends, potential problems and other concerns along with proposed solutions or plans of action.
Seek out and coordinate attendance at various community and statewide job fairs, virtual career or hiring events, applicant workshops, and other activities such as on-site interviews or hiring events either sponsored by community partners or DCF. Identify issues, propose solutions and implement process improvements for the recruitment and selection process. Stay up to date on the agency’s structure, personnel policies, and federal and state laws regarding employment practices. Participate in school or community activities and develop agency career awareness program for high schools, universities, work force centers, etc. to promote the agency’s employment opportunities for the agency statewide
Development or improvement of recruitment materials, including benefit handouts, hiring ads, etc. Coordinates with the Communications department and team to ensure consistent branding in all internal and external communications and/or materials.

Oversee the SHaRP recruitment/selection processes for announcement of vacancies, state clerical contract, development of defendable preferred selection criteria, development of interview and reference questions, verification of education and experience of candidates. Provides information to employees and the public on the registration, announcement and selection process (Job Search) for a wide variety of positions. Recommend changes in required selection criteria in class specifications.
Plan, organize and-direct training resources for agency staff on employment-related topics. These training resources may include, but are not limited to, SHaRP recruitment/selection procedures, behavioral-based interviewing, applicant workshops, DCF recruitment/selection policy/procedures and DCF Personnel Services Overview training module.
