Position: Community Outreach Specialist – Pima Animal Care Center
Reports To: Chief Operating Officer of Friends of PACC
Organization Profile: Friends of PACC (FOP) is the nonprofit fundraising partner supporting Pima Animal Care Center (PACC), the open-admissions animal shelter for Tucson and Pima County. PACC takes in approximately 19,000 pets each year and provides a full range of services across a 9,000 square-mile area.
Position Purpose & Overview: This position is funded by Friends of Pima Animal Care Center (FOP) and leased to Pima Animal Care Center (PACC) to provide support in areas identified as community and shelter priorities. The Community Outreach Specialist delivers direct services to pets and their owners. Training, daily supervision, and performance oversight are provided by the Chief Operating Officer of Friends of PACC.
Summary: The Community Outreach Specialist works as part of the Community Outreach team to coordinate volunteers and support community outreach efforts through the Keeping Families Together (KFT) program. This position provides essential pet supplies and resources to families in need, helping them keep pets in their homes while supporting additional community engagement initiatives. The Community Outreach Specialist tracks program outcomes, maintains outreach inventory, and ensures supplies are organized and distributed efficiently.
This work is typically performed under the general direction of the Chief Operating Officer.
Functions:
Duties may include, but are not limited to:
Ø Input microchip data into Chameleon.
Ø Coordinate and provide direction to volunteers attending Community Outreach events on behalf of PACC and Friends of PACC. Ensure that volunteers are aware of and adhere to all relevant policies and procedures.
Ø Attend community outreach events as needed to ensure smooth operations, including coordinating with community partners, transporting supplies, operating County-owned pickup trucks, trailers, and box trucks, and assisting pet owners with available resources and services.
Ø Serve as one of PACC’s representatives in target communities. Build and maintain non-judgmental, trust-based relationships and help establish PACC as a community resource.
Ø Assist with maintaining inventory of supplies for outreach programs. Track items distributed to the public, organize storage, prepare and package pet food and supplies for community distribution events, coordinate with the supervisor to solicit donated goods, and request supply orders as needed.
Ø Maintain two County-owned warehouses in compliance with County policies, ensuring organization, cleanliness, and safety. Duties include organizing pallets of pet food and supplies; loading and unloading pet food and supplies for community distribution events; operating a forklift and pallet jack after completing County-required training and certification; driving County-owned vehicles; transporting dogs and cats between Pima Animal Care Center (PACC), the Eastside PACC Adoption Center (EPAC), and other designated locations as assigned; and picking up donated pet food and supplies from community partners as needed.
Ø Follow all PACC and Pima County safety procedures when operating vehicles, transporting animals, handling supplies, and participating in community outreach activities.
Ø Safely interact with and handle dogs, cats, and other companion animals in accordance with Pima Animal Care Center animal handling and safety protocols during outreach events, transportation, and other assigned duties.
Ø Track program metrics such as the number of people and pets assisted, supplies distributed, and other relevant outcomes. Assist with preparing monthly program reports for Friends of PACC.
Ø Collect compelling photos and stories that highlight the impact of Friends of PACC’s outreach efforts. Provide content to support program awareness and promotion.
Ø Collaborate with Pet Support to support program needs and ensure cohesive service delivery.
Ø Assist with additional outreach events and initiatives as needed to support shelter operations and animal welfare.
Training and Experience:
Minimum Qualifications:
Ø High school diploma or GED
Ø Valid Arizona driver’s license at time of application
Preferred/Required Skills & Experience:
Ø Experience in animal welfare, community outreach, warehouse operations, or inventory management is a plus.
Ø Ability to work both independently and collaboratively with the public, staff, and volunteers.
Ø Professional verbal and written communication skills.
Ø Friendly, patient, and non-judgmental demeanor with a strong commitment to supporting responsible pet ownership, helping families keep their pets whenever possible.
Ø Comfortable safely handling dogs, cats, and other companion animals of varying sizes, temperaments, and medical conditions.
Ø Basic knowledge of animal behavior and pet wellness, or the ability to learn quickly.
Ø Awareness of challenges in high-poverty and minority communities.
Ø Proficient in basic computer applications, including Microsoft Office and data entry.
Ø Ability to meet Friends of PACC and Pima County eligibility requirements for operating County-owned vehicles, including pickup trucks, trailers, and box trucks. County training will be provided as needed.
Ø Flexible, professional, and positive attitude.
Ø Bilingual (English/Spanish) is a plus.
Ø Must be at least 18 years of age.
Ø Availability to work occasional evenings and weekends as needed.

Licenses and Certificates: Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 36-month DOT Motor Vehicle Record review to determine eligibility to operate County-owned vehicles in accordance with Pima County administrative procedures. Any offer of employment is contingent upon review and approval of the candidate’s driving record. Failure to obtain and maintain the required driver’s license and any other required certifications throughout employment may result in termination.

Employees work in close proximity to animals. The noise level in the work environment is usually moderate to loud. The employee is at times exposed to weather conditions prevalent at the time.
This position works both indoors and outdoors and may be exposed to varying weather conditions. The position is primarily scheduled Monday through Friday; however, occasional evening and weekend work is required to support community outreach events, special events, and organizational needs.
Compensation: $18.00 - $19.00 an hour DOE
