Job Summary
The Benefits and Leave Specialist administers employee benefit programs and leave of absence processes while providing exceptional customer service and support to employees, supervisors, retirees, and applicants. This position serves as a primary resource for benefits enrollment, eligibility, leave administration, compliance requirements, and employee inquiries. The specialist maintains accurate records, ensures compliance with applicable laws and regulations, and supports the District's commitment to an exceptional employee experience through responsive service, operational excellence, and continuous improvement.
Duties
- Benefits Administration:
- 1. Administer employee benefit programs, including medical, dental, vision, life insurance, disability, flexible spending accounts, retirement, and voluntary benefit plans.
- 2. Process new hire enrollments, qualifying life event changes, terminations, retirements, and benefit eligibility updates.
- 3. Review and verify employee eligibility for benefit coverage and maintain accurate enrollment records.
- 4. Assist employees with benefit questions and provide guidance regarding available plans, coverage options, and enrollment procedures.
- 5. Coordinate with benefit carriers, brokers, and third-party administrators to resolve enrollment, eligibility, billing, and claim-related issues.
- 6. Maintain accurate employee benefit records within HRIS, benefits administration systems, and applicable electronic filing systems.
- 7. Support annual open enrollment activities, including employee communications, enrollment audits, informational meetings, and employee assistance.
- 8. Assist Payroll with reconciling benefit invoices and payroll deductions.
- 9. Assist with the preparation and distribution of employee benefit communications and educational materials.
- 10. Support new employee orientation and benefits enrollment processes.
- Leave Administration:
- 11. Administer employee leave programs, including Family and Medical Leave Act (FMLA), temporary disability leave, personal leave, assault leave, military leave, workers' compensation leave, and other applicable leave programs.
- 12. Receive, review, and process leave requests and supporting documentation.
- 13. Communicate leave rights, responsibilities, timelines, and required documentation to employees and supervisors.
- 14. Monitor leave usage, return-to-work dates, certifications, and compliance deadlines.
- 15. Coordinate with payroll, supervisors, Human Resources staff, and third-party administrators to ensure accurate leave administration and pay processing.
- 16. Assist employees throughout the leave process while maintaining confidentiality, professionalism, and empathy.
- 17. Maintain accurate leave records and tracking systems.
- Compliance and Reporting:
- 18. Ensure compliance with applicable federal, state, and local laws, regulations, Board policies, and administrative procedures related to employee benefits and leave administration.
- 19. Maintain confidentiality of employee records and sensitive information.
- 20. Assist with audits, reporting requirements, regulatory filings, and compliance reviews.
- 21. Prepare reports and analyze benefits and leave data for management review
- 22. Maintain required records and documentation in accordance with applicable retention requirements.
- Employee Support and Customer Service:
- 23. Respond to employee, retiree, and supervisor inquiries in a timely, professional, and customer-focused manner.
- 24. Educate employees regarding benefits programs, leave policies, procedures, and available resources.
- 25. Build and maintain positive working relationships with employees, supervisors, carriers, and third-party administrators.
- 26. Assist in resolving employee concerns related to benefits and leave administration.
- 27. Support departmental initiatives focused on employee experience, customer service, and continuous improvement.
- Operational Support:
- 28. Maintain accurate spreadsheets, databases, reports, and tracking systems.
- 29. Attend training, conferences, and professional development activities to maintain current knowledge of benefits, leave administration, and applicable laws and regulations.
- 30. Demonstrate the District's core values through professionalism, integrity, accountability, collaboration, and service.
- 31. Perform other duties as assigned.
