West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, West Valley Demonstration Project continues to decontaminate and decommission facilities at this site.

The Project Control Analyst II is responsible for supporting the development and execution of project and functional planning by maintaining and monitoring performance baselines within the company’s approved processes for performance baselines, change control, performance analysis, and estimate at completion (EAC) development.
Education/Experience:
-
BA/BS in business, construction management, engineering, or an equivalent combination of education and experience directly related to occupation.

Minimum of three (3) years of related experience.
Preferred Qualifications:
-
Proficiency in cost/finance analysis (ability to generate reports out of Cobra).

Estimating and reporting tools (P6 experience required).
-
Analytically minded with ability to communicate effectively to all levels of program/project staff.

Power BI or Tableau experience a plus.
Other Requirements:

Strong computer skills and proficiency in Microsoft Office.

Knowledge of planning, scheduling, and cost baseline fundamentals, concepts, and principles.

Monitor project budgets, forecast costs, and track expenses against the budget.

Support schedule analysis; identify and investigate project schedule variances; assist managers in implementing corrective actions.

Collect data, update, and produce scheduling reports.

Assist in development and maintenance of work breakdown structures (WBS) and support coding and basic schedule development.

Review and understand engineering, procurement, decontamination/decommissioning schedule logic, and Critical Path Method (CPM) scheduling.

Support gathering and assembling data for schedule updates.
-
Support measurement of project schedule progress and collect data for updates.

Understand scope control, change management, and earned value methodology.

Gather data for schedule baseline development and maintenance.

Support monthly report preparation and participate in planning and scheduling meetings.

Perform special cost or schedule studies and scenario development.
-
Support proposal preparation by analyzing labor, material, and time requirements and maintaining cost data.

Act as liaison with other project departments to resolve technical problems.

Communicate effectively on cost and schedule criteria and explain performance systems to cost account managers.

Ensure all training and qualifications are up to date; attend workshops and participate in professional societies.

Use judgment to locate and select appropriate guidelines, references, and procedures.

Follow detailed written and verbal instructions from management.

Execute a limited scope of project analyst practices affecting accuracy and reliability of further work.

Interface with employees, project teams, managers, and customers to resolve problems and validate information.
