Salary: Grade 11, starting at $81,211
BCACHA is seeking a Housing Operations Manager to lead and oversee housing program operations across Public Housing, Section 8 New Construction, and Affordable Housing.
This senior staff role is responsible for ensuring programs run efficiently, remain compliant with HUD and regulatory requirements, and deliver high-quality, resident-focused services. The Housing Operations Manager will lead staff, streamline operations, and work closely with internal teams to support occupancy, compliance, and overall program success.

Lead, supervise, and support housing program staff

Oversee daily program operations, performance, and workflows

Ensure compliance with HUD regulations and agency policies

Monitor occupancy, leasing activity, and program utilization

Support resident relations and resolve complex issues

Collaborate with Maintenance, Finance, and Compliance teams

Assist with budgets, reporting, and program oversight

Prepare for and supports external audits, reviews, and monitoring activities

Represent the agency in public forums such as community meetings, vendor solicitations, legal proceedings and conferences.
Qualifications

Experience in public or affordable housing program management

Strong knowledge of HUD programs and regulations

Supervisory experience
-
Strong problemsolving, and organizational skills

Exceptional written and verbal communication skills

Experience with a Public Housing Authority

Experience with Yardi or similar software systems

Experience with audits or compliance reviews
Driver's License (Required)
