The Director of Engineering (Civil / Transportation) provides strategic leadership for J2's Site Civil and Transportation practice areas, driving sustainable growth, operational excellence, technical quality, and financial performance. This role is responsible for leading multidisciplinary engineering teams in delivering exceptional projects that strengthen the communities where we live and work, developing trusted client relationships, expanding J2's presence in the markets we serve, and securing meaningful work.

Team Leadership & People Development
Recruit, develop, and retain exceptional engineering professionals who reflect J2’s values and commitment to service.

Strategic Leadership

Project Delivery & Technical Leadership
Provide strategic and technical leadership for the planning, design, and delivery of site civil and transportation projects.
Ensure projects consistently meet commitments for quality, schedule, budget, and client expectations.
Maintain engineering excellence through technical oversight, quality assurance, and adherence to regulatory requirements and industry best practices.
Review and approve key engineering deliverables while promoting practical, innovative solutions that create lasting value for clients.
Proactively identify project risks and collaborate with teams to resolve challenges before they impact project success.
Financial & Operational Leadership
Lead the financial performance of the engineering practice through effective management of revenue, profitability, backlog, utilization, and project performance.
Develop budgets, forecasts, staffing plans, and resource strategies that support sustainable growth.
Monitor project financial health, billing, collections, and operational metrics while driving continuous improvement across the practice.
Balance operational excellence with exceptional client service to achieve long-term success for both clients and J2.
Risk Management & Compliance
Ensure compliance with contractual obligations, professional standards, regulatory requirements, and company policies.
Anticipate and mitigate project and business risks while protecting the interests of clients, employees, and J2.
Promote a culture of quality, safety, accountability, and sound decision-making throughout the engineering practice.
Client Relationships & Business Development
Lead the continued growth of J2’s engineering practice by strengthening existing client relationships and cultivating new opportunities within strategic markets.
Develop long-term partnerships with public- and private-sector clients built on trust, responsiveness, and exceptional service.
Serve as a trusted advisor by understanding client goals, anticipating challenges, and delivering practical, value-driven solutions.
Lead proposal development, pursuit strategy, interviews, and contract negotiations.
Identify, pursue, and secure projects that align with J2’s expertise, values, and long-term strategic vision.
Represent J2 through industry organizations, community involvement, networking, and thought leadership that enhances the firm’s reputation and creates new opportunities.

Bachelor’s degree in Civil Engineering or related field
Professional Engineer (P.E.) license (Virginia)
Significant experience in civil engineering (civil/site/land development or transportation strongly preferred)
Demonstrated success in business development and client management
Strong leadership and communication skills are a must
