Project Manager / Estimator (Highways)Position Summary
The Project Manager / Estimator is responsible for assisting with estimating, bidding, and managing heavy civil and asphalt construction projects from bid through final completion. This position works closely with senior management, owners, subcontractors, suppliers, and field personnel to deliver projects safely, on schedule, within budget, and in compliance with contract requirements. The successful candidate is expected to manage smaller projects independently while developing the skills necessary to oversee larger, more complex projects.
Estimating & Preconstruction
· Review plans, specifications, and contract documents.
· Perform quantity takeoffs and prepare cost estimates.
· Solicit and evaluate subcontractor and supplier quotations.
· Assist in developing bid pricing, schedules, and proposals.
· Participate in constructability reviews and value engineering discussions.
· Attend pre-bid meetings and site visits.
· Assist with bid preparation and submission.
· Maintain estimating databases and historical cost information.
Project Management
· Manage assigned projects from award through closeout with support from senior management as needed.
· Develop and maintain project schedules.
· Monitor project costs, budgets, and production quantities.
· Coordinate subcontractors, suppliers, inspectors, and owner representatives.
· Process purchase orders, subcontracts, invoices, and pay applications.
· Prepare and track change orders.
· Maintain project documentation including RFIs, submittals, meeting minutes, and correspondence.
· Assist in documenting delays, differing site conditions, and project impacts.
· Prepare monthly cost reports and project forecasts.
· Ensure compliance with contract requirements, quality standards, and safety policies.
· Participate in owner and project coordination meetings.
Contract Administration
· Review contract documents and project specifications.
· Assist in identifying contract risks and differing site conditions.
· Support preparation of requests for time extensions and change order documentation.
· Monitor compliance with applicable regulations and owner requirements.
· Assist with project closeout and final acceptance.
Qualifications
· Bachelor's degree in Construction Management, Civil Engineering, or related field preferred.
· 3–5 years of experience in heavy civil, highway, asphalt paving, or site development construction.
· Experience with DOT and public works projects preferred.
· Strong understanding of construction methods, estimating, scheduling, and contract administration.
· Professional Engineer (P.E.) license or Engineer-in-Training (E.I.T.) certification is a plus, with the ability and willingness to obtain P.E. licensure if eligible.
· Proficiency in Microsoft Office.
· Familiarity with B2W, HCSS, or similar estimating software a plus.
· Familiarity with Primavera P6 or Microsoft Project preferred.
· Strong written and verbal communication skills.
· Ability to manage multiple priorities and meet deadlines.
Knowledge, Skills & Abilities
· Working knowledge of heavy civil construction methods, estimating, scheduling, and project management principles.
· Ability to perform quantity takeoffs, prepare cost estimates, monitor budgets, and track project costs.
· Ability to interpret plans, specifications, contracts, and contract documents while identifying project risks and opportunities.
· Strong organizational, analytical, and problem-solving skills with the ability to manage multiple priorities and deadlines.
· Effective written and verbal communication skills with the ability to build positive relationships with owners, subcontractors, suppliers, and project teams.
· Self-motivated with a commitment to safety, quality, continuous improvement, and professional development, including progression toward Professional Engineer (P.E.) licensure if eligible.
