Summary
We are seeking an experienced Contract Trainer to support the FPS Training & Professional Development Division for the Pennsylvania Contract under the guidance of the FPS Contracting Officer’s Representative (COR) and Project Manager.
Responsibilities
- Facilitate Fair and Impartial Policing training, leveraging modern behavioral science to address implicit bias.
- Deliver Basic and Refresher Training across topics such as active threat/active shooter scenarios, screening procedures, and other FPS standards.
- Collaborate in the design and execution of training schedules required at least one month in advance.
- Ensure compliance with FPS standards for:
- Contractor-provided basic and weapons training
- Government-provided orientation
- Verification via examinations, qualification, and certification tracking.
- Administer or oversee firearms training and qualification including a minimum of 32 training hours (8 classroom + 24 live-fire), and deliver annual re-qualification.
- Support or facilitate PSO certifications required training per the SOW.
- Conduct overt training and testing assessments (e.g., threat detection drills) every 60 days per contract with government-provided kits, reporting results in compliance with documentation procedures.

Qualifications
- Possess at least 3 years of security-related experience within the last 5 years, or hold an Associate’s degree in a relevant field.
- Eligible to obtain and maintain an FPS Suitability, which includes favorable adjudication, medical clearance, training completion, and passing required exams.
- Hold current Instructor Level Certification in the following disciplines:
- First Aid/CPR/AED certification
- Firearms Instructor
- OC/Baton Instructor
- Defense Tactics Instructor
- Use of Force Instructor
- NWDTP Instructor (Not Required)
- Must be U.S. citizen
- Must be willing to travel
- Must be able to maintain certifications
- Must have computer literacy with PPT, SharePoint, and Microsoft Office
