Job Overview
Appalachian Field Service (AFS) is seeking multiple experienced Senior Land Agents to support new high-voltage electric transmission line projects across the State of Georgia.
These are senior-level, field-based positions supporting a growing transmission program. The primary focus will be negotiation of permanent and temporary transmission easements for large-scale transmission infrastructure, with additional support for substation property acquisition as needed. Candidates must be comfortable independently managing right-of-way acquisition activities from initial landowner contact through agreement execution and documentation.
Projects involve large-scale, high-voltage transmission development with multi-county impacts and substantial landowner coordination requirements. AFS is building a team of experienced professionals capable of managing complex negotiations, addressing landowner concerns, and overseeing multi-parcel acquisition efforts.
These roles require a high degree of autonomy and professional judgment, including responsibility for leading complex negotiations and representing the client in sensitive landowner and stakeholder matters.
Key Responsibilities

Secure property rights necessary for the construction, reconstruction, expansion, operation, and maintenance of electric transmission facilities.

Lead negotiations for permanent and temporary transmission easements supporting high-voltage transmission projects.

Support fee simple acquisition for substation sites as required.

Independently manage multi-parcel right-of-way acquisition assignments.

Conduct courthouse and public record research to confirm ownership and identify property interests.

Review and analyze title reports, vesting deeds, plats, surveys, legal descriptions, and construction drawings.

Draft and prepare acquisition documentation including easements, rights of entry, permits, licenses, leases, purchase options, and damage claims.

Negotiate and resolve complex landowner concerns, including construction-related damages.

Establish and negotiate within client-approved fair market value parameters.

Ensure acquisition activities and documentation are conducted in compliance with applicable Georgia eminent domain laws and regulatory requirements.

Coordinate with attorneys, appraisers, surveyors, engineers, and internal project teams.

Maintain accurate, defensible, and timely reporting within the client’s designated tracking systems in accordance with project guidelines.

Professionally represent the electric utility in all landowner and stakeholder interactions.

Communicate proactively with AFS leadership and client representatives regarding project status, risks, and landowner issues.
Minimum Qualifications

5+ years of right-of-way acquisition experience, including direct support of high-voltage electric transmission projects.

Demonstrated experience independently managing transmission easement negotiations end-to-end.

Strong working knowledge of Georgia eminent domain procedures and regulatory requirements governing condemnation activities.

Experience resolving complex negotiations and landowner disputes.

Ability to interpret surveys, plats, legal descriptions, and construction plans.

Experience supporting projects requiring statewide travel.

Current Georgia Notary (preferred).
Preferred Experience

Experience supporting electric transmission projects within Georgia.

Familiarity with GIS platforms and right-of-way tracking systems.

Experience assisting with condemnation support and public meetings.

Background supporting cooperative or investor-owned utility clients.

Experience supporting projects through condemnation preparation and litigation support activities.
Work Environment

Field-based roles supporting multiple transmission projects across Georgia.

Travel throughout the state will be required based on project assignments.

Per diem may be provided for qualifying travel assignments in accordance with project requirements and company policy.

Georgia residency is strongly preferred. Candidates located within reasonable proximity to active project areas will be given priority consideration.
