IT Network/Systems Manager – Water Resources:
Provides IT services to the Water Resources Department to ensure specialized needs are met. Supports day-to-day Water Resources operations and serves as the primary point of accountability between Water Resources and the IT Department. Drives initiatives in alignment with, and under the direction of, the IT Director to ensure reporting of service delivery and project status through the IT Governance structure is effective and consistent with City policies for IT authority and network connectivity.
Essential Functions
Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.
Develops and implements an IT strategic plan through collaboration and information gathering with department leaders to determine IT systems, services, processes, and policies needed throughout the assigned IT area. Manages a technical department responsible for procuring, installing, and maintaining computer hardware, software, products, and supplies necessary to keep computer systems operable. Mentors, advises, and coaches subordinates to build technical proficiency and encourage excellent customer service. Oversee the implementation, operation, and maintenance of applications and network equipment in all assigned IT areas. Advises City leadership, to include the MWRD Director and Water Resources Board if applicable, on the selection of IT solutions to achieve business functions and operational efficiencies.
Develop requests for proposals or invitations to bid for IT-related purchases, including hardware, software, and services. Researches, procures, and implements new technologies. Oversee IT projects and work with hardware and software vendors to ensure cost-effective and efficient implementation.
Ensure assignments and activities of a team or task force are completed within established timelines. Provides technical assistance to resolve issues and problems. Prepares clear and concise written instructions for audiences with varying levels of understanding. Implements network security and conducts intrusion detection, anti-virus, firewall, email filtering, and malware checks where applicable. Maintains definitions for network safety. Conducts and verifies data and system backups and develops processes for backup operations and disaster recovery on all data collection devices to protect the integrity of archived and online files.
Serves as a leader of the IT Governance Committee. Updates the committee on projects, recommends actions, and ensures the City meets applicable compliance requirements.
Management
Oversee the daily operation and act as project manager for the assigned IT area. Develop processes and procedures needed for efficient operations within the assigned IT area. Delegates authority to the appropriate level of decision-making. Ensure consistent training and development throughout the assigned IT area. Prepares the assigned IT area plan for emergency operations.
Budget
Prepares budgets for the assigned IT area and makes recommendations to the IT Director and Department Director where applicable. Monitors and expenditures for the assigned IT area in relation to budgeted amounts.
Personnel
Recommend staffing levels for the assigned IT area, prepare job descriptions, evaluate performance, and administer discipline in accordance with City policies.
Additional Duties
Performs other work as assigned.
Physical Demands
Performs sedentary work that involves walking or standing some of the time and involves exerting up to ten (10) pounds of force on a regular and recurring basis or sustained keyboard operations.
Minimum Education and Experience Requirements:
A bachelor’s degree in computer information systems or a related field is preferred. An equivalent combination of education, training, and experience may be considered. A minimum of three (3) years of progressive information systems work experience is required.
Special Certifications and Licenses:
Must have a valid driver’s license.
