DMA has an immediate need for a Senior onsite contractor lead providing advisory, analytical, administrative, scheduling, tasker-coordination, and portfolio-execution support to the CTC portfolio. The role integrates schedules, commitments, risks, dependencies, deliverables, and decision points across multiple Integrated Product Teams (IPTs), strengthening continuity and operational discipline as Government personnel and leadership assignments change.
KEY RESPONSIBILITIES
Lead day-to-day contractor program operations at NAWCTSD Orlando; coordinate personnel, IPTs, functional areas, workload, priorities, deliverable quality, timeliness, and responsiveness.
Maintain portfolio-wide visibility of schedules, milestones, reviews, taskers, contractual and technical commitments, risks, issues, opportunities, dependencies, resources, deliverables, and decision points.
Identify schedule conflicts, critical dependencies, resource constraints, and execution risks; provide the Training Systems Program Manager and Government leadership with timely analysis, supporting data, alternatives, and recommended corrective actions.
Control ETMS2 and other executive taskers, data calls, requests for information, suspenses, actions, decisions, issues, and commitments; coordinate, consolidate, and quality-check cross-IPT responses and follow-up.
Develop repeatable processes, integrated schedules, trackers, dashboards, executive summaries, briefings, decision-support products, and portfolio reporting that improve continuity and reduce reliance on individual knowledge.
Support quality and currency of Government-directed systems, including Program Management Tool (PMT) and Work in Process (WIP) data; reconcile schedule, milestone, risk, workload, staffing, spend, and execution information.
Analyze workload forecasts against staffing, funding, and scheduled commitments; coordinate meetings and stakeholder engagements with NAWCTSD organizations, program offices, Resource Sponsors, TYCOMs, NETC, Fleet stakeholders, and other directed organizations.

REQUIRED QUALIFICATIONS
Bachelor’s degree in Business Administration, Program/Project Management, Engineering, Operations Management, Finance, Logistics, or a related discipline; 7+ years of relevant program, project, operations, schedule, or portfolio-execution experience.
At least 3 years supporting DoD, the Department of the Navy, or a comparable complex Federal acquisition/program-management organization; demonstrated success coordinating multiple concurrent projects, workstreams, or IPTs.
Hands-on experience developing, integrating, maintaining, and analyzing schedules, including milestone tracking, dependency and critical-path analysis, schedule-risk identification, and corrective-action recommendations.
Experience managing executive taskers, commitments, data calls, suspenses, or comparable enterprise task-management processes and supporting senior leaders with analysis and decision-ready information.
Proven ability to identify execution risks and clearly communicate impacts, alternatives, and recommended courses of action; experience producing executive briefings, dashboards, reports, decision papers, and program-management products.
Advanced Microsoft Excel and PowerPoint; proficiency with Word, Teams, and SharePoint; experience with Microsoft Project, Project Online, Primavera P6, or another recognized scheduling application.
Strong written and verbal communication; ability to work independently and collaboratively while managing competing priorities, recurring deadlines, and high-visibility suspenses in a fast-paced Government environment.
Active Secret security clearance or ability to obtain and maintain the clearance required for performance.
DESIRED QUALIFICATIONS
PMP certification; experience supporting NAWCTSD, NAVAIR, NAVWAR, PEOs, Navy Resource Sponsors, training-system development, courseware modernization, or Fleet training programs.
Experience with Navy ERP, Resource Cost Estimates, spend plans, reimbursable funding, workload/staffing analysis, and program risk, issue, and opportunity management.
Pay: $160,000.00 - $165,000.00 per year
