Position Overview
The Project Controls Manager will be responsible for overseeing cost control, scheduling, change management, forecasting, reporting, and project performance analysis across one or more major infrastructure projects. This role will work closely with executive leadership, project management, operations, estimating, finance, and client-facing teams to ensure projects are tracking accurately against budget, schedule, and contractual requirements.
The ideal candidate will have a strong background in heavy civil construction, public agency work, and large-scale infrastructure projects in the New York market.
Key Responsibilities
- Lead project controls functions including cost management, scheduling, forecasting, progress tracking, earned value analysis, and reporting.
- Develop, maintain, and monitor project budgets, cost reports, cash flow projections, and financial forecasts.
- Oversee baseline schedules, schedule updates, recovery schedules, lookaheads, delay analysis, and critical path reporting.
- Partner with project teams to identify cost and schedule risks, trends, variances, and corrective action plans.
- Manage change order tracking, claims support, contingency reporting, and contract compliance documentation.
- Prepare executive-level dashboards, monthly project reports, and performance summaries for internal leadership.
- Support project managers and senior leadership with accurate reporting on profitability, productivity, schedule performance, and risk exposure.
- Review subcontractor and vendor cost performance, progress updates, and change-related documentation.
- Ensure project controls procedures are aligned with company standards, client requirements, and contract obligations.
- Collaborate with estimating and preconstruction teams during project pursuits, handoffs, and baseline budget development.
- Provide leadership, training, and guidance to project controls staff, schedulers, cost engineers, and project engineers.
- Support audits, claims preparation, dispute resolution, and project closeout activities as needed.
Required Qualifications
- 8+ years of experience in project controls, cost engineering, scheduling, or project management within heavy civil construction.
- Prior experience supporting large-scale infrastructure, transit, bridge, tunnel, highway, rail, utility, or public works projects.
- Strong understanding of cost control, forecasting, earned value management, change management, and CPM scheduling.
- Experience working with public agencies and complex contract requirements.
- Proficiency with scheduling and project controls tools such as Primavera P6, Microsoft Project, Excel, and project management/reporting platforms.
- Ability to analyze project data and translate findings into actionable recommendations for leadership.
- Strong communication skills with the ability to interface with executives, project teams, clients, subcontractors, and joint venture partners.
- Bachelor’s degree in Construction Management, Engineering, Business, or a related field preferred.
Preferred Qualifications
- Experience working on NYC-area public infrastructure projects.
- Background with agencies such as MTA, NYCT, LIRR, Metro-North, NYSDOT, NJ Transit, Port Authority, NYC DDC, or similar public-sector clients.
- Experience with design-build, joint venture, P3, or other alternative delivery methods.
- Knowledge of claims analysis, time impact analysis, and forensic scheduling.
- Prior leadership experience managing project controls teams on projects valued at $100M+.
Compensation
- Base Salary: $165,000 – $200,000
