The Human Resources Bureau, situated within the Administrative Services Division of the Department of Finance and Administration, serves as the backbone of support for DFA employees. Responsible for recruitment, employee relations, training, benefits assistance, and policy compliance, the HR Bureau ensures a cohesive and efficient workforce within the department.

Why does the job exist?
This position exists to provide advanced operational human resources support to the Department of Finance and Administration Human Resources Bureau by managing critical recruitment, onboarding, HR systems administration, records management, and compliance functions for DFA's staff. This position is one of three in a lean three-person HR Bureau, this role is essential to maintaining timely, accurate, and compliant HR operations. The position supports the full recruitment process from receipt of the Job Order Form through SHARE HCM posting, applicant screening, certification of applicant lists, coordination with hiring managers, and production of offer letters. The position also supports new hire and transfer onboarding, including I-9 and E-Verify processing; serves as the primary administrator and point of contact for VOE's, the HR automation Module; maintains HR records (both electronic and hard copy) and employee personnel files; and provides backup support for SHARE HCM transactions and other HR operational needs.
How does it get done?
The key responsibilities of this position are full-cycle recruitment and onboarding, HR Module administration, HR records and archiving, compliance tracking, HR transaction support, and general HR advisory assistance. The position independently manages recruitment beginning with accepting the Job Order Form from the hiring manager and continuing through posting the position in SHARE HCM, screening applicants, certifying applicant lists, coordinating with hiring managers, supporting the selection process, and preparing offer letters. The position processes new hire and transfer onboarding, including I-9 and E-Verify requirements. The position serves as the primary administrator and point of contact for the HR Module, which will automate many HR administrative functions, including employee evaluation tracking from open status through interim and closeout stages, annual DFA policy review cycles, and the tracking and collection of staff acknowledgments for approximately 30 DFA-specific policies reviewed annually by senior management. The position is also responsible for HR-related archiving of hard copy and electronic records, including the HR shared network drive and automation module.

Minimum Qualification
Bachelor's Degree in any field. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling four (4) years may substitute for the required education.
Employment Requirements
Pre-employment criminal background check is required, and employment offer will not be extended prior to results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
