Harris County Pollution Control Services Department (HCPCS) Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air, water, and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.
What you will do for Harris County Pollution Control:
Under general supervision, the Senior Concrete Batch Plant Specialist will conduct complex inspectionsof concrete batch plants to ensure compliance with state and federal air and water quality regulations.Individuals in this position will be responsible for responding to complaints related to Concrete BatchPlants and similar facilities, producing and reviewing reports, setting daily priorities, ensuring compliancewith safety and environmental regulations, and training and guiding other Concrete Batch Plant (CBP) specialists.
The Senior Concrete Batch Plant Specialist must possess strong leadership, communication, andobservation skills to effectively oversee plant operations.
Duties and Responsibilities:

Inspections: Performs comprehensive technical inspections of Concrete Batch Plants and similar facilities for compliance with existing environmental regulations and permit parameters.

Environmental Complaints: Investigates air, water, and solid waste complaints at Concrete Bath Plants and similar facilities.

Reporting: Reviews the Concrete Batch Plant program staff investigation reports and assists with approval as requested.

Leadership: Trains and mentors staff on concrete batch plant and similar complex investigations, plans daily schedules to optimize productivity and minimize travel time, and establishes priorities.

Field Operations: Collects samples and performs field tests as necessary.

Collaboration: Serves as the department's subject matter expert for concrete batch plants and similar facilities, working closely with the Harris County Attorney's Office and providing testimony in court cases as needed.

Special Tasks: Performs other duties as assigned, including special tasks involved in responding to an emergency event.

EXAMPLE OF DUTIES
Education:
Experience:-
Three (3) years of conducting concrete batch plant, or similar, inspections
-
Experience collecting environmental samples (solids and liquids) and operating analytical field equipment such as pH meters, basic air quality sensors, and particulate meters.
Licensure:
Knowledge, Skills, and Abilities:

Knowledge of Texas environmental regulations including Chapter 30 of the Texas Administrative.
Code and Texas Water Code. -
Understand the principles and practices of pollution control.
-
Excellent verbal and written communication skills.
-
Ability to drive extensively.

Ability to establish and maintain effective relationships with the Harris County Attorney's Office, TCEQ, and the general public.

Work Environment and Physical Demands:

This position may require employee to be deployed to alternative county locations during emergency events.

This role involves operating within an office and outdoor setting, implying that a significant portion of the tasks and responsibilities will take place outside of traditional indoor office spaces. The physical demands are medium, with individuals potentially exerting up to 50 pounds of force on occasion.

Possible work exposures: Dangerous chemicals, loud noises, inclement weather, or various temperature changes.

This position may require employees to be deployed to alternative county locations during emergency events.
