Summary:
Performs responsible technical work in the enforcement of City Codes and Ordinances. Primary duties include inspecting properties and developments for compliance with Land Development Code, City Ordinances, and State Statutes. Work is performed under general supervision of the Neighborhood Improvement Manager.
Essential Duties and Responsibilities:
Conducts field inspections of properties for compliance with Land Development Codes and City Ordinances.
Investigates complaints regarding alleged code violations, determines the validity of the claims, issues notices of violation, and suggests remedial action. Provides follow-up inspections and correspondence as necessary to insure compliance.
Investigates businesses, contractors, and developers to ascertain that they have the proper licenses and/or registration.
Consults with attorneys, contractors, the general public, and property owners.
Maintains records of inspections made. Prepares reports and makes recommendations.
Assists in the prosecution of violators of the Code and gathers evidence and interviews witnesses. Presents cases to the Special Master.
Makes recommendations regarding amendments to the Land Development Code and Code of Ordinances.
May be asked to assist other departments with services related to presentations, programs, or community volunteer work.
Attends Home Owner Association and other organizational meetings and presents information relative to Neighborhood Improvement Division functions.
Participates in on-call and after-hours duties as assigned. Must be available for overtime and emergency call-outs when necessary.
Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts.
Meets attendance requirements.
Promotes positive customer service environment internally and externally.
Performs other job related functions as assigned.
Supervisory Responsibilities:
None.
Education and/or Experience:
A Bachelor’s degree from an accredited college or university in a related field. Comparable experience in a Code Enforcement field can substitute on a year-for-year basis for the required college education. A minimum of three (3) years’ experience in learning, applying and/or enforcing regulations related to zoning and/or other codes.

Possession of a valid Florida driver’s license.
Must obtain Florida Association of Code Enforcement Level I certification within first year of hire. Must obtain Florida Association of Code Enforcement Level II certification within second year of hire.
Knowledge of pertinent City, State, and Federal laws and regulations pertaining to code enforcement issues.
Knowledge of building and zoning codes and related laws and ordinances.
Ability to read and interpret plans, specifications and blueprints and to compare them with construction/development in progress.
Ability to consult with and establish and maintain working relationships with building owners, contractors, developers, the general public, and other City employees.
Ability to enforce regulations with firmness and tact.
Ability to exercise good judgment in evaluating situations and making decisions.
Ability to adjust schedule as may be required to meet organizational goals and objectives.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to operate and learn various computer and software programs utilized within the department.

Sufficient auditory perception and speaking ability for radio communication.
