Project Executive – Occupied Rehabilitation
Job Summary: We are actively seeking a dynamic Project Executive to oversee multifamily and affordable housing rehabilitation projects performed in occupied environments. This role ensures occupied rehabilitation projects are executed safely, efficiently, and with minimal disruption to residents while maintaining strict compliance with funding, regulatory, and quality requirements. The Project Executive leads project teams, manages financial performance, mitigates risk, and serves as a senior point of contact for owners, residents, public agencies, and community stakeholders.
Key Responsibilities:
- Leadership & Strategy
- Provide executive oversight for multiple occupied rehabilitation projects.
- Lead, mentor, and support project managers, superintendents, and field staff.
- Establish project goals aligned with company objectives and client expectations.
- Establish project strategies that prioritize resident safety, communication, and continuity of operations.
- Promote a culture of professionalism, empathy, and accountability on occupied sites.
- Preconstruction & Planning
- Oversee rehabilitation planning, phasing strategies, and logistics tailored to occupied conditions.
- Review budgets, scopes, schedules, and constructability with a focus on minimizing resident disruption.
- Support contract negotiations, subcontractor buyout, and procurement of long-lead or specialty rehab trades.
- Identify risks related to access, sequencing, utilities, temporary relocations, and resident coordination.
- Project Execution
- Ensure safe execution of work in occupied units and common areas.
- Ensure work meets quality standards while maintaining productivity in constrained environment.
- Monitor cost controls, cash flow, change management, and forecasting.
- Resolve major project issues, disputes, and risk exposures.
- Resolve complex field issues involving phasing, resident complaints, access limitations, and unforeseen conditions.
- Ensure quality standards and best construction practices are upheld.
- Coordinate closely with property management and resident services teams.
- Financial Management
- Maintain full P&L responsibility for assigned projects.
- Oversee cost-to-complete, forecasting, and rehabilitation-specific change orders.
- Approve major expenditures, change orders, and subcontractor agreements.
- Safety & Compliance
- Champion safety programs specific to occupied environments, including resident protection, dust control, and site security.
- Ensure compliance with OSHA, environmental regulations, and local/state/federal requirements.
- Oversee adherence to lead-based paint, asbestos, mold, and other environmental protocols when applicable.
- Ensure compliance with prevailing wage, fair housing, and accessibility requirements.
- Resident, Client & Agency Relations
- Serve as senior point of contact for key clients.
- Support resident communication strategies, escalation resolution, and community meetings when needed.
- Maintain positive relationships with residents while enforcing construction requirements.
- Support business development pursuits related to rehabilitation and occupied work.
Qualifications:
- Bachelor’s degree in construction management, Engineering, or related field preferred.
- 10 years of experience in multifamily or affordable housing construction in occupied rehabilitation experience.
- Strong understanding of rehabilitation logistics, safety, and risk management.
- Proficiency with construction management software such as Procore, Primavera, or MS Project.
- OSHA 30 Hour Construction Health and Safety.
Relevant Skills/Abilities:
- Demonstrated success leading high-performing project teams.
- Excellent communication, negotiation, and decision-making skills.
- Experience with LIHTC, HUD, HOME, Section 8, or similar affordable housing programs.
- Experience working on projects with prevailing wage and public reporting requirements.
Work Conditions:
This is an office and job-based role with regular travel to project locations in the New York City boroughs.

Pay: $190,000.00 - $250,000.00 per year
