RESPONSIBILITIES
- Monitors electric, water and wastewater operations, identifying potential compliance risks, implementing preventative measures, and maintaining thorough documentation to guarantee safe and reliable service to customers while upholding ethical business practices.
- Oversees the overall direction and management of the Engineering Department, by prioritizing tasks, allocating resources, establishing work procedures, preparing schedules, expediting workflow, conducting performance appraisals, and fostering a productive work environment. Reviews engineering drawings, designs, and specifications for accuracy, compliance with policies, standards, and codes, and approves as necessary.
- Ensure timely execution of NSBU strategic plan projects. Lead/Assist CEO with long-term strategic plan updates including supervision and coordination of consultants in preparation of stratigic plan studies, modeling and corresponding support projects. Makes decisions on non-routine engineering or project matters, providing technical analysis and addressing conflicting design constraints. Manages staff of technical personnel and provides professional development opportunities.
- Coordinates or leads the development and updates of the NSBU’s Comprehensive Sewer and Water Plans, Capital Improvement Plan, and other municipal infrastructure plans. Coordinates the preparation of engineering plans, bid specifications, contract documents, reviews construction bids, and makes recommendations based on fiscal responsibility and vendor competency.
- Oversees the development, review, and updates of GIS system, maps, databases, and comprehensive plans for electric, water and wastewater and other utilities. Identifies funding and grant sources, assisting engineering personnel with applications. Prepares annual 10-year budget for capital improvements. Submits the Engineering Department annual O&M budget for approval, ensuring proper management of departmental finances.
- Leads, oversees, participates and performs difficult skilled and technical work involving the replacement, maintenance and/or repair of equipment associated with electric, water and wastewater systems including plants. Leads/Participates in the development of electric, water and wastewater rates, charges and fees.
- Creates Commission Agenda items as part of the capital project approval process. Attends all Commission workshops and meetings to support project recommendations. Supervises and coordinates staff in the preparation of studies, modeling, plans, designs for additions, modifications, and rehabilitation of NSBU electric, water and wastewater infrastructure.
- Acts as Planning Officer as part of the NSBU Storm Response Team. Storm response Planning Team is responsible for damage assessment, documentation and restoration planning for all utilities.
- Establishes and enforces accountability for internal control responsibilities through regular performance reviews, goal setting, and remedial actions for non-compliance. Evaluates the effectiveness of internal controls within the department on a quarterly basis and communicate any control deficiencies to senior leadership immediately. Ensures all direct reports have clearly defined and documented internal control responsibilities in their respective job descriptions. Participate in internal audit reviews and take ownership of implementing corrective actions for any identified control gaps.
Job Requirements
EDUCATION
Bachelor of Science in Electrical Engineering required. Bachelor of Science in Electrical Engineering with electric utility experience preferred.
EXPERIENCE
10+ years industry experience including 7+ years leadership experience.

LICENSES
Possession of a State of Florida Registered Professional Engineer (P.E.) license required. Florida Driver's Licence Class E required.
PHYSICAL DEMANDS
While performing the duties of this position, the employee is regularly required to sit. The employee is occasionally required to stand; walk; climb or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.
EMERGENCY RESPONSE DUTIES
This position is part of New Smyrna Beach Utilities Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined in the Human Resources Manual or Collective Bargaining Agreement. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by NSBU’s Emergency Incident Commander or individuals designated by the General Manager/CEO to assign such functions may result in disciplinary action up to and including termination.
