PLANNER II - COMMUNITY DEVELOPMENT
CLASSIFICATION TITLE: PLANNER II
PURPOSE OF CLASSIFICATION
The purpose of this classification is to provide support for the coordination of comprehensive plan updates, Zoning Code research, text amendments and planning projects; offers assistance to zoning applicants and the public; performs staff technical reviews and reports; attends meetings and participates on various committees.
MUST MEET MINIMUM REQUIREMENTS:
Bachelor's degree in Urban and Regional Planning or closely related field; supplemented by three (3) years previous experience and/or training that includes planning, development, or civil engineering; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.
SOME OF THE ESSENTIAL JOB DUTIES INCLUDE:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Interprets and applies county codes, ordinances, regulations, and comprehensive plans pertaining to zoning, subdivisions, signs, tree preservation, landscaping, telecommunications towers, land use, site development, or other applicable areas.
Receives and redistributes subdivision plats.
Reviews subdivision plats, grading plans, and single lot divisions for compliance with county codes.
Reviews tree protection plans for subdivisions.
Inspects subdivision projects.
Inspects buffers to determine whether additional planting is needed.
Approves or denies proposed plans as appropriate.
Prepares monthly reports of subdivision plats reviewed.
Provides assistance and information to the public regarding ordinance interpretation, zoning issues, site plans, applications, procedures, documentation, aerial photographs, and other issues.
Responds to routine questions and complaints.
Researches problems and initiates problem resolution.
Attends various community meetings.
Attends the Board of Commissioners, Board of Zoning Appeals, and Zoning Advisory Group hearings.
Prepares or completes various forms, reports, correspondence, subdivision logs, subdivision activity reports, city annexation records, zoning verification letters, presentations, maps, or other documents.
Receives various forms, reports, correspondence, subdivision plats, city annexations, zoning analysis forms, agendas, permit applications, codes, ordinances, maps, comprehensive plan, manuals, reference materials, or other documentation.
Reviews and maintains a comprehensive, current knowledge of applicable codes, ordinances, laws, and regulations.
Maintains an awareness of new trends and advances in the profession.
Reads professional literature.
Maintains professional affiliations.
Attends workshops and training sessions as appropriate.
Performs miscellaneous tasks.
Prepares zoning analyses for pending rezoning cases.
Makes reproductions of maps, blueprints, and drawings.
Types, files, copies, and faxes documents.
Receives payments and prepares receipts.
Answers telephone calls.
Performs other related duties as required.
MINIMUM QUALIFICATIONS:
Bachelor's degree in Urban and Regional Planning or closely related field; supplemented by three (3) years previous experience and/or training that includes planning, development, or civil engineering; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.
Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, rain, temperature extremes, or traffic hazards.
SELECTION PROCEDURE:
Selection will be made from a register of eligible applicants that may be established by education, work experience, test score, personal interview, credit check, criminal history, driving history (copy of driver’s license may be required), drug screen, and/or physical examination.
