We’re looking for a Talent & Culture Manager to join our Leadership team and help build a high-performing organization through people, culture, and continuous improvement. This role leads all aspects of talent and culture at Pepco, with a focus on developing people, strengthening teams, and creating an environment where employees can do their best work. Success in this role means creating a consistent employee experience that develops stronger leaders, more effective teams, and an exceptional customer experience, giving Pepco’s workforce a durable competitive edge.
We are seeking someone with a leadership mindset who views HR as a strategic business function dedicated to fostering a culture of continuous improvement. The ideal individual will blend strategic vision with practical execution and possess a solid understanding of all key HR areas, including employee relations, performance management, recruiting, compensation, organizational development, and federal and state employment laws. They should be ethical, responsible, and respectful, serving as a trusted advisor to leaders and staff. Their focus will be on staff development and fostering an engaged, skilled workforce, while continuously improving the organization through leadership development, performance strategies, and employee engagement.

The Talent & Culture Manager serves as a strategic partner to leadership by building and sustaining the people systems, culture, and talent strategies, and supporting employee development, organizational effectiveness, recruiting, manager enablement, culture initiatives, and HR systems optimization.
This role will initially spend significant time building and standardizing scalable HR systems, processes, and training infrastructure that do not yet formally exist across the organization.
As those systems mature, the role will evolve into ongoing execution, coaching, accountability tracking, talent development, and organizational support and growth, with a focus on continuous improvement initiatives designed to strengthen organizational performance and employee engagement.
Success in this position will be measured by the organization's ability to attract, develop, engage, and retain high-performing employees while creating a culture of continuous improvement, accountability, and growth. The duties of this role directly contributes to stronger team performance, improved customer satisfaction, increased retention of both employees and customers, a consistent employee experience that supports a consistent customer experience, and the organization's long-term success. By establishing clear expectations, measurable skill-development pathways, leadership accountability, and growth opportunities, this role helps ensure that every employee has the tools, training, and support needed to succeed.

Develop and monitor key people metrics, including retention, engagement, training participation, leadership effectiveness, internal development, and hiring outcomes
Required Skills & Experience
3+ years of experience in HR, People Operations, Organizational Development, Training, Recruiting, or a related field. Equivalent experience will be considered.
Strong organizational, communication, and project management skills
Ability to manage multiple priorities simultaneously and build structure from ambiguity
Comfort learning and improving HR systems and technology platforms
Strong interpersonal and relationship-building skills
Ability to maintain professionalism and discretion with sensitive information
Bachelor’s degree preferred in Human Resources, Business, Organizational Development, or a related discipline
HR certification such as PHR, SPHR, SHRM-CP, or SHRM-SCP preferred
Experience with ADP or other HRIS systems, Lattice or other performance management platforms, and learning systems
Experience supporting employee development, training coordination, or organizational growth initiatives
