Performs complex administrative and regulatory work within the AHC Communities portfolio. Conducts onsite monthly quality control reviews of AHC Communities' tenant files for multiple affordable programs. The reviews will measure and ensure compliance with program documents, financing restrictions, HUD regulations, TDHCA regulations, and TAA requirements. Assist in developing procedures, recommending policy changes, and recommending revisions to the AHC Communities SOPs and LURA as laws, rules, and regulations change. Strive to maintain compliance to ensure accessibility to funding when required.
Essential Duties + Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require a consistent presence in the work environment on a regular basis and regular attendance must be maintained.
Conducts regular onsite reviews consisting of sampling tenant files to ensure compliance with program documents, financing restrictions, HUD Regulations, TDHCA Regulations, and TAA requirements.
Conducts monthly property onsite visits.
Conducts onsite reviews on a regular basis to include file reviews, work order processing reviews, unit turnaround time reviews, EIV requirements, reasonable accommodation policies. File reviews include move Ins/outs, recertifications, lease renewals, interims, denials, etc. Review waitlists to ensure regulatory compliance. Re-review files to ensure corrections are being completed as outlined in the AHC Communities SOP’s
Ensure files are being maintained properly, kept secure, and confidential.
Commute to AHC Communities on a regular basis to view exterior of properties for health and/or safety concerns. Ensure property is being maintained to the established standards.
Conduct an exit interview with staff after property review to discuss concerns.
Produce a summary report. The report outlines items such as the improper application of policies, procedures and/or rules by staff members.
Prepares a Critical Issues report for the leadership of AHC Communities.
Assists the Compliance Manager with reporting concerns for all programs including HOME, Bonds, TDHCA, PBA, AHDP, Public Housing, and Conventional.
Maintains a tracking system for all files reviewed to facilitate an assessment of the overall processes.
Reviews federal and state regulations for possible updates to Opportunity Home policies, procedures, and forms as needed.
Reviews bond paperwork for AHC Communities on an as needed basis, submits to appropriate banks.
Reviews and approves/rejects all program applicants for eligibility prior to occupancy.
Creates and/or updates Standard Operating Procedures, property forms, and file checklists.
Assists the Property Manager in preparation for audits and property inspections.
Recommends new policies, procedures, and forms for various AHC Communities programs.
Observes general operations of properties while in the field, in accordance with all HUD guidelines and regulations, TDHCA regulations, other governing entities, Opportunity Home Policies and Procedures and AHC Communities Standard Operating Procedures.
Composes correspondence, reports, and memoranda for the assigned Manager or other management.
Update monthly LNT MTW tracking sheet for all Moving to Work properties.
Conduct ad hoc data reports for leadership and other departments.
Collaborate with Yardi Liaison to ensure reports are working appropriately and making suggestions for revisions/new reports.
Attends training regarding programs with financing restrictions, including all federal, state, and local laws, HUD regulations and Opportunity Home’s policies and procedures.
Prepares, assists, and conducts staff compliance training.
Assist with updating the Affirmative Fair Housing Marketing Plan (AFHMP) for required communities.
Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees.
Participate in Trauma Informed Care (TIC) initiatives to include training, workgroups, project assignments, etc., that are launched or implemented in order to achieve and/or maintain certification as a TIC organization.
Recognize the significance of a data driven organization that adheres to expanded policies and practices in the area of data governance. Learn the distinct and different roles to include: Data Trustee, Data Domain Stewards, Data System Custodians, Data Stewards and Data Users. Effectively collaborate with the various data roles as needed on a daily basis or in a project capacity.

Education
Required
Two (2) years of college with coursework in Real Estate Management, Business Administration, Accounting, Auditing, or a related field.
Experience
Required
Four (4) years experience in regulatory compliance, federal and/or affordable housing programs, or a related field.
Must have the ability to learn and use cloud applications such as the Google GSuite applications to include but not limited to: Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets and Slides. Understanding document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud accessible applications to include but not limited to: One drive, Outlook, Word, Excel and Powerpoint or MAC or PC desktop equivalent is acceptable.
Successful completion of a criminal history background check, education, and work history verification, and drug screening test.
Preferred Education and Experience
Bilingual fluency in English and Spanish.
Ability to learn cloud technologies such as LucidChart for diagram, workflow and chart drawing. Experience with Vizio or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.
License + Certificates
Required
Must have the ability to successfully complete Fair Housing training annually.
