Job Summary
This position is part of the Human Resources Department and performs a wide range of human resources and risk management functions. Experience in handling property, liability, and workers compensation claims along with DOT program administration is essential to be successful. Other duties may include but are not limited to conducting employee training, filing, conducting new employee orientation, coordinating pre-employment testing, posting employment opportunities as they become available, assisting employees with benefits enrollment and answering questions, and processing the departments accounts payable invoices. In addition, serving as backup and cross training with other positions within the Human Resource Department
Duties and Responsibilities
The duties described below are indicative of what the HR And Risk Analyst may be asked to perform; duties may be changed with or without notice.
- Plans, develops implements and administers City-wide policies and programs related to occupational safety and training, risk management and modified duty; measures program effectiveness and recommends enhancement and improvements.
- Analyzes job safety trends and loss history; researches and evaluates new practices, techniques and trends in occupational safety programs; reviews workers’ compensation, general liability and property insurance expenditures, accepts, investigates and processes claims; institutes and manages loss control/safety programs.
- Advises and makes recommendations on risk and safety issues, policies and procedures
- Oversees activities and maintains records for City-wide and/or departmental safety committees and accident review boards; prepares reports and maintains records for local, State and Federal reporting, including Tier II Reporting.
- Inspects facilities, equipment and work sites, identifies job hazards and recommends preventative and corrective procedures.
- Participates in the design and delivery of training programs for city staff on risk management, and other HR initiatives. Trainings such as but not limited to: employee safety training to include Hazard Communications, Blood-borne Pathogens, Fleet Safety/Defensive Driving, Remedial Driver training, Lock-out/Tag-out, Work Zone Safety, Coordination and implementation of CS training modules, Culture training ( STAR), and practices of LEAN
- Primary point of contact with third party administrators for all lines of insurance.
- Consults with departments to analyze, facilitate and resolve HR issues; interfaces with Federal, State and local agencies and organizations on a routine basis to integrate and coordinate emergency response activities.
- Manages special projects as directed; interprets and explains HR rules and regulations.
- Assists with FMLA Tracking through out the organization
- Keeping track of DOT Testing and CDL obtainment.
- Serves as backup for HR personnel.
- Completes special HR/Risk projects as assigned.
- Assists with special HR events when needed.
- Performs other duties as may be assigned.
Qualifications
Education and/or Experience
- Bachelor’s degree in related field from an accredited college or university and/or equivalent directly related experience.
- Three to Five years level experience in a Human Resources and Risk Department.
- Valid Texas Class C Driver’s License with acceptable driving record.
- PC skills including word processing and spreadsheets.
- Equivalent combination of training, education and experience will be considered.
Preferred Qualifications
- Certified Safety Professional (CSP) or Associate Safety Professional (ASP) certification is preferred.
- Experience in a municipal environment.
REQUIRED KNOWLEDGE
- State and Federal laws, statutes, rules ordinances, codes and regulations governing Human Resources activities and functions, including the Texas Tort Claims Act and the Texas Workers’ Compensation Act.
- Occupational Safety and Health Administration (OSHA) safety rules and regulations and safety standards in hazardous traffic and construction environments.
- Hazards, risks, and vulnerabilities associated with the area, including, but not limited to Hazardous Materials.
Skills and Abilities
- Knowledge of risk management claims processing.
- Knowledge of workers compensation law and claims processing.
- Knowledge of the FMCSA DOT driver rules and regulations.
- Basic knowledge of Human Resources principles and practices.
- Basic knowledge of laws pertaining to Human Resources.
- Working knowledge of MS Office including Word, Excel, PowerPoint and Outlook.
- Excellent interpersonal and communication skills.
- Ability to establish and maintain effective working relationships with co-workers, supervisors, and the general public.
- Ability to treat all employees, visitors, vendors, and members of the public with courtesy.
- Ability to maintain a professional manner when dealing with the elected officials, city staff, and the public.

- Ability to maintain all types of records including staff personnel records and monitor budgets.
