As we continue to grow, we are seeking a motivated Estimator to join our preconstruction team and contribute to the successful delivery of essential infrastructure projects throughout Florida. You'll work directly with executive leadership and one wastewater estimators while helping deliver essential municipal infrastructure projects across the state. Position Summary
Lawrence Lee Construction Services is seeking a motivated Estimator to join our growing preconstruction team. This position plays a critical role in preparing competitive estimates for municipal water, wastewater, and heavy civil infrastructure projects throughout Florida.
Working directly alongside one of Florida's most experienced wastewater estimators, you will receive hands-on mentorship while contributing to complex public infrastructure projects. This role is ideal for someone looking to build a long-term career in estimating while gaining exposure to large-scale municipal construction projects.
The Estimator will be responsible for preparing accurate and competitive cost estimates for municipal and private wastewater infrastructure projects. Working closely with senior leadership, project managers, subcontractors, and suppliers, this role supports all phases of the estimating process—from quantity takeoffs through bid submission and project turnover.

Key Responsibilities
- Prepare detailed quantity takeoffs from plans and specifications.
- Develop accurate cost estimates for labor, equipment, materials, and subcontracted work.
- Review drawings, specifications, addenda, and bid documents to determine project scope and requirements.
- Solicit and evaluate subcontractor and supplier quotations.
- Assist with preparing complete bid proposals, including clarifications, exclusions, and alternate pricing.
- Attend pre-bid meetings and project site visits as required.
- Coordinate with Project Managers and Operations teams to review construction methods, schedules, and project risks.
- Maintain estimating databases, including historical costs, production rates, vendor pricing, and subcontractor information.
- Assist with value engineering and identify cost-saving opportunities.
- Support bid presentations and contract negotiations when needed.
- Participate in project turnover and estimate handoff meetings for awarded projects.
- Maintain organized estimating files and documentation throughout the bidding process.
Required Qualifications
- 3+ years of estimating experience in civil, utility, municipal, and/or water/wastewater construction.
- Field experience in heavy civil or utility construction is a plus and viewed favorably, as it provides valuable insight into project execution, productivity, construction methods, and cost estimating.
- Experience estimating underground utilities, water and sewer systems, lift stations, site development, or treatment facilities preferred.
- Working knowledge of public bid procurement and municipal construction projects.
- Ability to read and interpret construction drawings, specifications, and contract documents.
- Proficiency with Microsoft Office Suite and Bluebeam
- Experience with HCSS HeavyBid is highly desirable. Candidates with experience using B2W, Trimble, ProEst, or comparable estimating platforms are also encouraged to apply.
- Familiarity with FDOT specifications is a plus.
- Strong mathematical, analytical, and problem-solving skills.
- Excellent organizational, communication, and time-management abilities.
- Ability to manage multiple bids while meeting strict deadlines.
- Associate's or Bachelor's degree in Construction Management, Civil Engineering, Mechanical Engineering, or a related field preferred. Equivalent field experience will also be considered.
Preferred Qualifications
- Experience estimating bonded public infrastructure projects.
- Knowledge of Florida municipal water and wastewater construction.
- Familiarity with ERP-integrated estimating systems.
- Experience working in a collaborative preconstruction environment.
