GENERAL STATEMENT OF RESPONSIBILITIES
Under general supervision, this position is responsible for operating heavy equipment in support of
complex installations, maintenance and repair of water distribution system assets, identified as critical
infrastructure and necessary to ensure public health and safety for human activities as determined by
the Department of Homeland Security and the Environmental Protection Agency. Reports to a Crew
Supervisor C.
There are three (3) levels of Equipment Operator distinguished by the class of equipment primarily
operated, as defined by the Virginia Department of Transportation, and the qualifications of the
employee.
ESSENTIAL JOB FUNCTIONS
Operates equipment such as a backhoe, small excavator, milling machine, and front end loader to assist
with performing installation, and scheduled and preventative maintenance, on water distribution
system. Repairs water leaks for main lines, services and meters as needed. Performs flow checks and
takes water samples.
Performs a variety of heavy manual labor utilizing jackhammers, pipe saw, concrete saw, portable air
compressor, portable light plant, and portable arrow board; maintains the material inventory on the
line truck. Operates a tandem dump truck, line truck and trailer, as well as a road tractor and lowboy
to transport equipment, materials and supplies. Assists with all aspects of water distribution system
installation, maintenance and repair, which may include chlorination and disinfection, pressure
testing, inspection of water mains, water quality flushing, and water main shut-offs or related
functions.
Ensures the safety of City equipment, private property, and others by following proper safety
procedures, watching for overhead utility lines, and checking for traffic and underground utilities; sets
out traffic cones and signs according the Manual of Uniform Traffic Control Devices (MUTCD); flags
traffic as needed.
Performs routine checks and preventive maintenance on equipment; identifies and reports equipment
malfunctions; cleans equipment as needed.
Performs other duties as assigned.
