The Billing Manager oversees all billing operations for a P&C insurance portfolio, ensuring accurate, timely, and compliant invoicing of premiums, fees, and other charges. This role manages billing staff, interfaces closely with underwriting, policy administration, claims, and IT teams, and ensures regulatory compliance while delivering excellent service to agents, brokers, insureds, and premium finance partners.
RESPONSIBILITIES
Billing Operations & Oversight
- Direct and manage end-to-end billing processes for P&C insurance policies, including new business, endorsements, renewals, cancellations, and reinstatements
- Ensure accurate calculation and invoicing of premiums, taxes, fees, installments, and audit adjustments
- Oversee direct bill and agency bill processes, including commission accounting and reconciliation
- Monitor premium receivables, installment schedules, and unapplied cash
Leadership & Team Management
- Lead, coach, and develop billing staff, including hiring, training, performance management, and workload prioritization
- Establish performance standards, productivity benchmarks, and service-level expectations
- Foster a culture of accuracy, accountability, compliance, and continuous improvement
Financial Controls & Reconciliation
- Ensure proper internal controls over billing, cash application, refunds, and write-offs
- Reconcile billing systems to the general ledger and support month-end and year-end close processes
- Partner with Accounting on premium receivable aging, allowance for doubtful accounts, and revenue recognition
Regulatory Compliance
- Ensure billing practices comply with state insurance regulations, DOI requirements, and company policies
- Maintain accurate records for statutory reporting, audits, and regulatory examinations
- Monitor compliance with premium financing regulations and cancellation/non-payment rules
Systems & Process Improvement
- Serve as a subject matter expert for policy administration and billing systems
- Partner with IT and vendors on system enhancements, upgrades, and implementations
- Identify opportunities to automate processes, reduce billing errors, and improve customer experience
- Develop and maintain billing procedures, job aids, and internal documentation
Cross-Functional Collaboration
- Collaborate with Underwriting on rating, endorsements, audits, and policy changes
- Support Customer Service, Claims, and Agency Management teams with billing-related inquiries
- Communicate effectively with agents, brokers, insureds, and premium finance companies to resolve complex billing issues
Reporting & Metrics
- Prepare and analyze billing-related reports, KPIs, and trend analysis
- Monitor billing accuracy, cycle time, dispute resolution, and receivables performance
- Provide management with actionable insights and recommendations
JOB REQUIREMENTS
Education
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field (required)
- CPA, CPCU, or other insurance/finance designation (preferred)
Experience
- 5–8+ years of progressive experience in insurance billing or premium accounting
- 2–3+ years of people management or team leadership experience
- Strong background in P&C insurance billing (commercial and/or personal lines)
- Experience with policy administration and billing systems
Skills & Competencies
- In-depth knowledge of P&C insurance billing concepts, premium flows, and receivables
- Strong leadership, coaching, and change management skills
- High attention to detail with strong analytical and problem-solving abilities
- Excellent written and verbal communication skills
- Ability to interpret insurance regulations and apply them operationally
- Proficiency in Excel and reporting tools; strong systems aptitude
- Ability to manage multiple priorities in a deadline-driven environment
