Duties and essential functions may include, but are not limited to, the following:
Recruitment, Selection & Placement
- Assist with the recruitment, selection, and placement of candidates for hourly and salaried positions; process employment forms and documents; maintain employment records; and adhere to position posting procedures within the College’s collective bargaining agreements.
- Manage the College’s online applicant tracking system (ATS) and provide technical support to hiring managers and employees.
- Assist campus hiring managers with job postings in the ATS, external advertising, and adherence to union contracts.
- Train and assist campus hiring managers and staff on submitting job requests and navigating the online hiring process within the ATS.
- Coordinate the end-to-end hiring process workflow within the ATS.
- Develop and implement recruitment outreach strategies, including sourcing initiatives and community partnerships, to broaden applicant pools and support the College’s equal employment opportunity objectives. As a representative of Human Resources, maintain partnerships with external organizations (civic, social, professional, and other agencies) to identify potential candidates for employment opportunities.
New Hire Support & International Employment
- Serve as a primary point of contact for newly hired College employees and assist them with completion of required employment documentation and onboarding activities within the ATS and external systems.
- Coordinate employment-related immigration processes for international employees by serving as liaison between incoming international staff, hiring managers, and the College’s immigration counsel to ensure proper visa status is obtained, required steps are completed, and expiring visas are proactively tracked.
- Generate appointment letters and Terms and Conditions of Employment offers.
Compliance, Testing & Background Screening
- Assist the Human Resources department in ensuring compliance with EEOC policies and provide advisement regarding the Americans with Disabilities Act (ADA) and accessibility requirements throughout the hiring process.
- Explain employment policies and procedures, applicable laws, and collective bargaining agreements to college departments, employees, and applicants.
- Manage employment testing for unionized positions, including scheduling, scoring, and selection processes.
- Ensure the issuance and completion of applicable background checks and reference checks for all new staff; inform departments of results.
Temporary Workforce & Labor Relations Support
- Hire and manage a temporary employee pool of administrative assistants on campus, utilizing external hiring and/or agency options. Evaluate applications and resumes, conduct interviews, administer testing as needed, and recommend candidates to departments.
- Assist the Deputy Human Resources Officer with the hiring process for collective bargaining unit vacancies; attend Labor Management meetings to take minutes and provide updates on pending hires; communicate with union leadership regarding position postings; and track vacancies by union group.
- Manage the reclassification process for positions within the collective bargaining units by conducting reclassification interviews with employees.
Additional Responsibilities
- Correspond and communicate with applicants and staff to ensure timely receipt of verbal and written information; answer questions and resolve issues related to employment, employee relations, compensation, benefits, and other human resource topics.
- Manage the annual service awards process and other employee award nominations.
- Assist in managing the college’s performance review platform.
- Perform related duties as assigned.
