GENERAL SUMMARY:
The Maintenance Technician is responsible for coordinating maintenance operations to provide timely and cost-effective maintenance services for the Agency, ensuring work is performed in accordance with HUD standards and general policies and objectives outlined by SHA. Responsible for diagnosing maintenance problems and providing safe, cost effective and timely repair and maintenance of the agency’s housing stock and grounds. The duties listed below illustrate the various types of work that may be performed. The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position. This position includes a broad range of duties to include a variety of tasks that require accuracy, confidentiality, dependability, as well as excellent communication and organizational skills.
ESSENTIAL FUNCTIONS:
Responsibilities:
- Plans and oversee daily activities of maintenance and establish objectives and priorities for the assigned property.
- Reviews, evaluates, and schedules daily maintenance work orders and assignments.
- Performs assigned work, and monitors progress of completion of work orders.
- As necessary, support other staff in the day-to-day work assignments and activities when daily workloads and activities are beyond the capacity of other staff.
- Submits information into SHA software systems, reviews and verifies accuracy of time spent relative to assignments.
- Oversee all phases of housing preventative maintenance, risk controls, and materials management.
- Works in partnership with the Property Managers to address both tenant and safety needs.
- Conducts pre-move out and final move out inspections.
- Responsible for timely vacant unit turnaround
- Coordinates with the Maintenance Supervisor and Director with regards to the decision process of future maintenance priorities at assigned property and the coordination between private contractors and maintenance crew.
- Develop schedules and manage a preventive maintenance program designed to retain Agency properties in safe operating condition.
- Provides departmental input concerning the Agency’s overall operating budget. Develop effective plans and procedures to improve maintenance operations.
- Prepares and supports annual licensing inspections, city violations, and REAC/NSPIRE/HUD inspections.
- Identifies and resolves unsafe or unsatisfactory conditions requiring maintenance, assists in code enforcement, and works to provide resolution to REAC issues to ensure a consistently acceptable score from HUD. This involves performing annual inspections using REAC criteria, and may involve appropriate communications with tenants, informing them of the serious nature of these matters.
- Solicits competitive quotes from vendors and requisitions equipment and parts when needed, ensuring compliance with Agency procurement policies and procedures. Recommends maintenance and materials management economy measures consistent with Agency objectives.
- Meets with contractors during preparation of assessment reports, schematic designs, etc. to ensure achievement of Agency maintenance objectives. Reviews reports, studies, and bid documents to ensure conformity to Agency criteria and HUD requirements as appropriate. Monitors’ work performed for quality assurance.
- Works with the Director of Maintenance and Executive Director and reviews schedules, reports, and requests to determine maintenance needs.
- Attend meetings as needed to discuss matters concerning overall maintenance operations, ongoing projects, and performance of maintenance personnel.
- Complete annual cyber security training and additional agency require training as directed.
- Prepares records of general maintenance information in an accurate and timely manner as required.
- Responds to and provides after-hours emergency assistance until the problem is resolved and monitors all on-call and stand-by activity.
- Demonstrates continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality, seamless customer service.
- On rotating schedule, acts as on-call responder to after-hours maintenance requests as directed. Be available to be On-Call on assigned days and weekends.
- Reports on any unsafe or hazardous conditions encountered or observed on or in any Authority property or building.
- Assists skilled craftsmen in the various building trades wherever needed.
- Performs other related duties as assigned.
- Other duties as assigned by the Maintenance Supervisor, Maintenance Director or his/her designee.
Requirements:
- This is maintenance work requiring physical exertion. Work is performed both indoors and outdoors under all weather conditions.
- On some assignments, employees may be required to move objects weighing over fifty pounds and may also be required to work at high elevations or perform their job in cramped quarters in buildings.
- Employees in this class are considered essential employees and are subject to call-in 24 hours a day, with response time of less than one hour, and may be required to maintain continuous and safe operation of a facility.
- Employees may be required to work rotating shifts, to include evenings, nights, weekends, and holidays.
- Employees are responsible for using appropriate personal protection equipment (e.g., hard hat, goggles, ear plugs/muffs, gloves, mask, etc.) as required for the job duty.
- Employees in this class are required to possess and maintain Valid Driver’s License.
o Must be able to drive all SHA motor vehicles, including pick-up trucks, work vans, crew cab trucks, trucks with trailers, staff cars, litter collection machines, etc.
- Must pass employment criminal background check.
- Employee conduct will be such as to make a positive contribution to the purposes of the Housing Authority.
- Establish and maintain effective working relationships with employees, tenants, and others.
- Employees must conform to requirements for non-discrimination & fair housing, a drug-free workplace and to all safety procedures.
- Ability to utilize SHA software to include Microsoft Office.
- Patience and compassion when dealing with others, especially those who are sick, injured, elderly, or from diverse backgrounds.
- Ability to work independently, effectively, and productively, consulting with the supervisor on unusual or official acts or situations.
- Work will take place primarily at the Sanford Housing Authority’s properties.
Qualifications:
High school diploma or possession of a certificate of equivalence of High School Achievement (GED) with additional vocational training preferred and six (6) years’ experience in maintenance and repair.
The following Certifications must be obtained within one (1) year of employment or another allowable period of hire as authorized by the Maintenance Director or his/her designee:
- Fair Housing
- National Standards for the Physical Inspection of Real Estate (NSPIRE)
- Confidentiality is a requirement of this position.
- Excellent management, computer, record keeping, interpersonal, decision making, and verbal and written communication skills.
- Must enjoy servicing others and working in a collaborative environment.
Responsibility for Safety and Health:
