Hydraulic Modeling Specialist
The Louisiana Department of Transportation and Development (DOTD) is seeking an Engineer 6-DCL to serve as a technical expert in hydrologic and hydraulic engineering within the Hydraulics Section. This position manages consultant contracts, supports statewide flood-control and watershed initiatives, reviews complex hydraulic models and flood-mitigation projects, and develops hydraulic designs for highway and bridge projects. Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

SUPPLEMENTAL QUALIFICATIONS: Two (2) years of professional level engineering experience in hydraulic modeling.The official job specifications for this role, as defined by the State Civil Service, can be found here.
Job Duties:
- Manages Section 32 Indefinite Delivery/Indefinite Quantity consultant contracts, including developing project scopes, estimating resources, preparing budgets, managing schedules, reviewing plan changes, and monitoring contractor performance.
- Reviews hydrologic and hydraulic models and flood-mitigation projects associated with the Louisiana Watershed Initiative and Statewide Flood Control Program to ensure projects do not create additional adverse flooding impacts.
- Assists with maintaining statewide hydraulic models and incorporating completed projects into existing models.
- Develops, evaluates, and reviews complex hydrologic and hydraulic engineering designs for highway, bridge, drainage, floodplain, and water-resource projects.
- Performs and reviews engineering calculations involving drainage areas, storm frequency, design discharge, drainage structures, backwater, estimated scour, and construction-related drainage concerns.
- Provides specialized technical support for the Louisiana Watershed Initiative, Statewide Flood Control Program, Floodplain Management Program, and state highway and bridge projects.
- Participates in technical advisory groups, engineering meetings, and project-development reviews and provides expert recommendations throughout all stages of plan development.
- Assists with training engineers and other technical employees in hydraulic-modeling methods, engineering procedures, and applicable software.
Position-Specific Details:
SUPPLEMENTAL QUALIFICATIONS: Two (2) years of professional level engineering experience in hydraulic modeling.
Compensation: There is a biweekly Special Entry Rate of $3316.00 for this position. The actual starting salary depends on the education and experience of the selected applicant.
Appointment Type: This position may be filled as either a probational appointment; a promotion; or by detail to special duty.
