This posting is for an Environmental Specialist Supervisor position for the State Cooperative Program - Site Remediation Unit at KDHE within the Bureau of Environmental Remediation. This program specializes in supervising and facilitating the cleanup of environmentally contaminated sites through the use of legal mechanisms and partnership with responsible parties. This position supervises four Project Managers with backgrounds in geology and environmental sciences.
Performs as unit manager and supervisor to plan, coordinate and oversee the execution of the State Cooperative Program - Site Remediation Unit in the Remedial Section. Oversee preparation of technical projects, designs, plans, estimates, calculations, inspections, testing, and collection of data for environmentally contaminated projects. This includes, but is not limited to, program development guidance, public relations, policy development, technical oversight, tracking of various program elements, dissemination of public information to the public, ranking of priorities, program updates, project tracking, staff assignments, contractor oversight, contractor tracking, procurement of contractors and budgeting. Assist Section Chief in administration of program. Responsible for assuring consistency, QA/QC, fairness, and follows all agency/bureau/section guidelines and policies. Responsible for setting and tracking deadlines for document review or technical oversight of sites to staff as defined by the Section Chief. (Program Supervision)
Job Responsibilities may include but are not limited to the following:
Supervises the work of staff in the State Cooperative Program - Site Remediation Unit as assigned by the Section Chief. This includes making work assignments, setting performance standards, conducting personnel evaluations, setting staff priorities, providing performance feedback to staff, rewarding staff performance appropriately, supporting career development, communicating effectively, stimulating productivity and providing a creative working environment. Follow all appropriate federal, state, and agency guidance, policies, regulations and statutes to accomplish the goals and objectives of the Section. (Personnel Supervision)
Assist Section Chief in daily operations including internal planning and policy development of assigned programs; makes policy and procedural recommendations to the Section Chief. Prepare internal tracking and program reports assigned by Section Chief. Prepares reports (oral and written) regarding various activities of program administration. Interfaces with other programs and sections within the bureau to ensure that program goals are being met and program guidelines are being followed. Provide interpretation to professional and field staff of federal and state statutes, regulations and administrative policies and procedures consistent with program objectives. Develops and prepares information, proposed rules and regulations, and other policies and technical information for presentation through the department for consideration by the legislature regarding program activities as directed by the Section Chief. Updates project specific fact sheets on a quarterly basis (minimum) to characterize progress on projects. Communicates and provides briefings to Section Chief, Bureau Director and other levels of management as requested. (Management Coordination)

Bachelor’s Credential in environmental, agricultural or natural sciences/resources and three years of experience in the field of environmental/agricultural sciences or natural sciences/resources

Due to SB 166 - Seven years of experience in the field of environmental/agricultural sciences or natural sciences/resources. A combination of experience and post-secondary education in environmental, agricultural, or natural sciences/resources can substitute for required years of experience as determined relevant by the agency

Post-Offer, Pre-employment Requirements:
Employees must annually pass a physical which certifies the individual can work in the necessary personal protective equipment. Job does require physical activities involved with the essential functions of the job.
