Introduction

The Department of Health Services (DHS), Division of Medicaid Services (DMS) is recruiting to fill a Business Analyst, within the Bureau of Eligibility Operations and Training (BEOT).

BEOT provides operational and production-based support for eligibility processes and federal requirements. Major areas of support include Income Maintenance (IM) technical and operational support, federal quality control (QC) compliance, IM contract performance monitoring, IM training, and special program eligibility determination.

This position is a full-time project position. The duration of the project is anticipated to last no later than March 2030. Project positions are eligible for benefits including health insurance; however, the incumbent will not obtain permanent civil service status. Individuals appointed to project positions must be Wisconsin residents.

This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position can be headquartered at one of our central or regional offices. This schedule may vary based on training or operational need.

Position Summary

As a Business Analyst, you will engage in professional activities with distinctive Information Systems (IS) applications including the Client Assistance for Reemployment and Economic Support (CARES) system, the State Data Exchange (SDX) system, Medicaid Enterprise System (MES), the Medicaid Management Information System (MMIS), and multiple related sub-systems and web-based supplemental systems. You will also:

represent specific program/business areas with distinctive IS applications, needs, and requirements.
conduct FoodShare data analysis, which includes data definition, extraction, and validation.
be responsible for report development and presentation, and provide oversight, training and consultation to contractor staff.
work with data users, Division personnel, and contractors to develop, justify, produce and evaluate appropriate options.
produce detailed business requirement specifications, coordinate systems integration (data), identify issues such as data inconsistencies, develop report layouts and outputs, document production and outputs, conduct user training and correspond with outside entities.
use various system applications, business intelligence, and data reporting tools.
design, implement, manage, monitor, enhance and evaluate assigned CARES business areas.

Salary Information

The starting pay is between $43.50 and $48.00 per hour (approximately between $90,400 and $99,800 per year), depending on qualifications, plus excellent benefits.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Business Automation Specialist and in pay schedule and range 07/33.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Qualifications

Minimally qualified applicants will have all of the following:

Experience in CARES and related systems such as SDX, MES, MMIS, etc.
Experience creating and analyzing data metrics for purposes of identifying trends and improving system functionality or operational processes.
Experience developing technical end user documentation and user guides.
Experience determining eligibility for economic assistance programs (e.g. FoodShare, Medicaid, BadgerCare Plus, etc.).

Well-qualified applicants will also have one or more of the following:

Three or more years of experience determining eligibility for economic assistance programs (e.g. FoodShare, Medicaid, BadgerCare Plus, etc.).
Experience leading or coordinating project implementations.
Experience providing guidance, training, or technical assistance to individuals completing eligibility determinations.
Experience researching and analyzing system related questions and issues.
