Position Summary
Starting Pay: $75,000 and up
The Human Resources & Payroll Manager is responsible for overseeing all human resources, payroll, employee relations, and personnel administration functions for the facility. This position ensures compliance with federal and state employment laws, maintains accurate employee records, administers payroll and benefits, and supports department managers in all aspects of employee management.
Essential Duties and Responsibilities
Assist in planning, developing, implementing, organizing, evaluating, and improving the Human Resources department.
Develop and maintain personnel policies, procedures, employee handbooks, job descriptions, performance evaluation tools, and other HR documentation.
Maintain complete, accurate, and confidential personnel records for all employees and volunteers in accordance with HIPAA, privacy regulations, and facility policies.
Maintain employment applications and personnel files.
Verify employment eligibility (I-9 documentation) in accordance with federal regulations.
Provide employment verification requests in compliance with applicable laws.
Chair the Personnel Committee.
Generate special reports as requested by administration.
Recruitment & Onboarding
Coordinate the recruitment and hiring process with department managers.
Review staffing requests and assist with candidate selection.
Schedule interviews and conduct reference checks.
Verify professional licenses, certifications, Nurse Aide Registry status, and required credentials.
Process CORI/background checks for prospective employees.
Coordinate employee orientation and explain facility policies and procedures.
Present employee benefits during orientation as needed.
Educate new hires regarding payroll, timekeeping, I-9, W-4, and other employment documentation.
Create and maintain employee personnel files.
Enter new hire information into HR and payroll systems.
Enroll new employees in the timekeeping system and register fingerprints.
Employee Relations & Performance Management
Assist department managers with employee performance evaluations.
Prepare annual and 90-day evaluation packets and ensure timely completion.
Generate wage increase recommendations and process approved salary adjustments.
Counsel employees regarding workplace issues and administer disciplinary actions when appropriate.
Ensure grievance policies are consistently implemented and maintained.
Maintain grievance documentation in a secure and confidential manner.
Conduct employee exit interviews.
Process employee separations and terminations in accordance with facility policies and applicable employment laws.
Employee Health & Compliance
Assist the Infection Control Nurse with maintaining employee health records.
Ensure compliance with all applicable employment laws, regulations, and facility policies.
Maintain confidentiality of employee information at all times.
Monitor Workers' Compensation claims and coordinate communication between employees and insurance carriers.
Maintain unemployment claims and represent the facility during unemployment hearings.
Payroll Administration
Process biweekly payroll accurately and on schedule.
Enter employee information, wage adjustments, deductions, accruals, and employment status changes into the payroll system.
Process vacation, personal, sick, FMLA, and other leave requests.
Review and correct missing punches and timekeeping discrepancies.
Calculate retroactive pay adjustments and final accruals for terminated employees.
Generate Time Detail Reports for department manager approval.
Verify payroll reports for accuracy prior to submission.
Transmit payroll data to the payroll processing company.
Investigate payroll discrepancies and resolve employee payroll concerns.
Process manual payroll checks when required.
Receive and distribute payroll checks and related documentation.
Complete payroll reconciliations and journal entries.
Process federal and state tax deposits and maintain related records.
Perform monthly payroll bank reconciliations.
Benefits Administration
Review employee benefit programs and recommend improvements.
Reconcile monthly insurance invoices with payroll deductions.
Investigate discrepancies and process necessary benefit adjustments.
Communicate benefit information to employees as needed.
Budget & Administrative Support
Assist in preparing the department budget.
Supervise reception staff, including hiring, training, scheduling, and performance evaluations.
Maintain organized financial and personnel records.
Prepare reports for administration as requested.

Qualifications
Associate degree in Accounting, Business Management, Human Resources, or a related field required; bachelor's degree preferred.
Human Resources certification (SHRM-CP, PHR, or equivalent) preferred.
Prior payroll processing experience preferred.
Experience in long-term care or healthcare Human Resources preferred.
Strong knowledge of payroll systems, employment law, employee relations, and benefits administration.
Proficiency with Microsoft Office and HR/payroll software.
Excellent organizational, communication, and problem-solving skills.
