Job Summary
Orbital Project Management (OPM) is seeking an Environmental Manager to support federal construction and infrastructure projects in the greater Washington DC area. The candidate must be trained to adequately accomplish hazardous waste coordination duties including: waste segregation, Satellite Accumulation area management, 40 CFR compliance, container removal coordination, and maintaining Environmental Records.
This is a full-time role.
Responsibilities
- Coordinate contractor compliance with federal, state, local, and installation environmental requirements throughout the life of the project
- Implement and maintain the Environmental Protection Plan (EPP)
- Manage hazardous waste program requirements including handling, storage, manifesting, and disposal in accordance with RCRA and 40 CFR
- Obtain, maintain, and close out all required environmental permits
- Ensure compliance with Stormwater Program requirements including SWPPP and NPDES general permit for construction activities
- Manage Spill Prevention, Control, and Countermeasure (SPCC) Plan
- Inspect and manage Satellite Accumulation areas; ensure waste segregation and storage compatibility
- Coordinate removal of waste containers and hazardous materials with licensed haulers
- Coordinate remediation of regulated substances including lead, asbestos, and PCB transformers
- Maintain the Environmental Records binder and all required documentation including permit compliance and closeout records
- Prepare and maintain employee environmental training records meeting 40 CFR requirements
- Conduct environmental protection and pollution control meetings for personnel prior to and during construction
- Submit Environmental Manager qualifications to the Contracting Officer and Suitland Federal Center Environmental Personnel
- Compile and submit all closeout documentation including hazardous waste disposal records, regulatory notifications, and solid waste disposal reports
Requirements
- Bachelor's degree in Environmental Engineering or related Environmental Science
- 40-hour HAZWOPER certification (29 CFR 1910.120) with current annual 8-hour refresher as required for hazardous waste site work
- Erosion and Sediment Control Inspector certification as required by the State of Maryland for NPDES/SWPPP compliance
- Spill Prevention, Control, and Countermeasure (SPCC) qualified
- OSHA 30-Hour Construction preferred
- Asbestos Inspector or Supervisor certification (Maryland MDE) as required for coordinating asbestos remediation activities
- Lead Renovation, Repair, and Painting (RRP) certification or Lead Abatement Supervisor certification (EPA/Maryland MDE) as required for lead-related work coordination
Preferred Qualifications
Preference will be given to candidates with experience supporting one or more of the following:
- Department of Energy (DOE)
- National Nuclear Security Administration (NNSA)
- Department of Defense (DoD)
- U.S. Army Corps of Engineers (USACE)
- Secure federal laboratories
- Military installations
- (NAVFAC)
- Critical infrastructure or energy projects
- First Aid and CPR ceritification
- Familiarity with hazard identification on utility, nuclear, or defense sector projects
The following certifications are highly desirable:
- Project Management Professional (PMP)
Military security clearance is strongly preferred.
Education
Bachelor’s degree in Environmental Engineering, or a related field is preferred.
Equivalent military leadership or professional experience may be substituted for formal education.
