Under supervision, conduct physical, web-based and academic research related to Agency policy and programmatic goals; work with Agency staff and outside entities including other government agencies, non-profit organizations, housing policy research organization, the business community and Internet sources to gather current data and policy research findings; maintain internal databases on the agency’s affordable housing products. Research best practices in affordable housing and community development; assist with the development and implementation of Agency policy and planning projects including affordable housing research and analysis of data and metrics relevant to Agency program goals; create and ensure quality reports based on requests from Director, Executive, and DCA; coordinate with Agency Divisions with researching, writing, editing reports and special event agendas, when requested in the required timeframe. Assist with the Governor’s Conference on Housing and Economic Development. Perform related duties as required.
1. Conduct research into housing industry trends and other relevant data sources. Analyze, collect and track data and metrics relevant to Agency program for review and utilization in policy development and production reporting.
2. Work with Agency staff and outside sources including other government agencies, non-profit organizations, housing policy research organization, the business community and Internet sources to gather current data and policy research findings to respond to requests from Executive and/or Director.
3. Create quality academic reports based on research findings that will support Executive presentations, planning and policy development.
4. Coordinate with Agency Divisions on data management, quantitative research, analytical writing, copy editing and in planning special event agendas, when requested in the required timeframe.
5. Develop new research initiatives to enhance the Agency’s provision of quality affordable housing products.
6. Assist with planning and execution of the Governor’s Conference on Housing and Economic Development, as needed.
7. Serve as a contact to HMFA staff on questions or issues related to data collection and analysis and other related HMFA activities.
8. Perform related duties as required.
Range 10
Four (4) year college degree in Urban Planning, Policy, data science or related field; three (3) years of relevant experience required. A Master’s degree may be substituted for work experience.
Range 11
Four (4) year college degree in Urban Planning, Policy, data science or related field; five (5) years of relevant experience required. A Master’s degree may be substituted for work experience.
Physical Demands

- Ability to establish and maintain effective working relationships with HMFA and the public, including but not limited to other state employees, developers, municipal officials, and community groups.
- Ability to maintain a positive work atmosphere in an appropriate manner of behavior which ensures cooperation and effective communication with customers, clients, peers and management.
- Ability and drive to conduct self-directed research into housing topics, such as HFA best practices.
