The state's largest agency, Health & Human Services (HHS) is seeking a Procurement Officer to help drive the success of the Rural Health Transformation Project and make a strategic impact within the state of North Dakota. This position is more than purchasing products and services; it's about building strong relationships, providing guidance to stakeholders, and making sure the agency has the resources to be successful.
As a Procurement Officer, you will serve as a helpful resource for team members to identify appropriate products and services to operate effectively and efficiently. You are entrusted to spend taxpayer money with logic and resourceful thought. It means working closely with program partners, vendors, finance, and Project Managers coordinating purchasing activities from start to finish. You will ensure procurements are completed timely and in compliance with applicable state and federal requirements. You will also be responsible for resolving issues in a timely and positive manner to ensure outcomes are met.
As a Procurement Officer, you will apply your knowledge of competitive solicitation methods including Request for Proposals (RFPs), Request for Quotes (RFQs), Invitations for Bids (IFBs), and contract administration based on procurement needs. You will address procurement-related issues, as well as maintain procurement files according to regulatory requirements. You will act as a liaison with the State Procurement Office and other stakeholders and develop and deliver training sessions on procurement practices and regulations for HHS team members.

Location
ND HHS utilizes a blended workplace model. This position may work remotely from within North Dakota with the ability to travel as needed for meetings. ND HHS is working on a return to office protocol.
Funding for Position:
This position is funded by a federal grant. If grant dollars do not exist, the continuation of the role will need to be reviewed.

Minimum Qualifications
To be considered for the Procurement Officer, you must have a bachelor's degree, preferably in a related field and one (1) year of professional experience in procurement.
