Position Overview
Project Support Services (PSS) is seeking an experienced Contract Administrator IV – IT Purchasing Specialist to support the Los Angeles Community College District (LACCD) Bond Program. This position will work under the Director of Contracts and serve as the primary procurement resource for a wide range of technology-related purchasing activities supporting one of the nation's largest community college construction programs.
The ideal candidate has extensive experience administering public sector IT procurements, negotiating technology contracts, coordinating purchasing activities across multiple stakeholders, and ensuring compliance with California procurement regulations. This role requires exceptional organizational skills, strong knowledge of software and hardware acquisitions, and the ability to successfully manage multiple concurrent procurement efforts in a fast-paced environment.
What You'll Do
- Plan and administer IT procurement activities supporting the LACCD Bond Program.
- Develop procurement strategies and recommend best-value purchasing solutions for technology initiatives.
- Prepare and administer solicitations including Requests for Proposals (RFPs), Invitations for Bid (IFBs), Requests for Quotations (RFQs), and other procurement documents.
- Manage the procurement process from solicitation development through contract execution and Board of Trustees approval.
- Coordinate with project managers, technical staff, legal counsel, vendors, and District stakeholders throughout the purchasing lifecycle.
- Review procurement documentation for compliance with District policies and applicable legal requirements.
- Support project teams with obtaining quotations, contract compliance reviews, approvals, and purchase order issuance.
- Monitor purchasing contracts, purchase orders, solicitations, and procurement schedules while providing regular status updates.
- Utilize SAP ERP, Proliance/Trimble Unity Construct, Microsoft Access, and other procurement systems to manage purchasing activities.
- Coordinate with cooperative purchasing organizations including the Foundation for California Community Colleges (FCCC), Department of General Services (DGS), and other public agencies.
- Negotiate pricing, licensing terms, maintenance agreements, renewals, and service contracts for IT hardware, software, and cloud-based solutions.
- Manage multiple simultaneous procurement efforts while maintaining accuracy and meeting critical deadlines.
- Prepare procurement reports, contract documentation, and executive summaries for management.
- Perform additional procurement and contract administration duties as assigned.
Minimum Qualifications
- Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, Information Technology, or a related field.
- Four (4) additional years of relevant experience may substitute for the required degree.
- Minimum 10 years of professional experience in procurement, purchasing, contract administration, or a closely related field.
- Experience procuring IT hardware, software, cloud services, licensing, and technology solutions.
- Knowledge of software licensing models including SaaS, subscription, and perpetual licensing.
- Experience negotiating pricing, contract terms, and service agreements for IT goods and services.
- Proficiency with Microsoft Excel, Word, Access, SAP, Adobe Acrobat, and enterprise procurement systems.
- Strong organizational skills with the ability to prioritize competing assignments and manage multiple procurement activities simultaneously.
- Excellent written and verbal communication skills.
- Demonstrated integrity, professionalism, sound judgment, and customer service orientation.
- Ability to work full-time onsite in the LACCD Program Management Office.
Preferred Qualifications
- Experience administering procurements subject to the California Public Contract Code.
- Experience using PlanetBids or other electronic bidding platforms.
- Knowledge of California Higher Education Code.
- Knowledge of California Community College procurement requirements.
- Experience supporting large capital improvement, construction, or public agency programs.
- Familiarity with Project Management Information Systems (PMIS), including Proliance or Trimble Unity Construct.
- Experience working with cooperative purchasing agreements and public agency procurement vehicles.

Pay: $135,000.00 - $146,500.00 per year
