Public Works Foreman

General Purpose
Under the general direction of the Public Works Director, serves as a working foreman responsible for coordinating and participating in the daily operation, maintenance, and repair of City public works systems, equipment, vehicles, facilities, streets, parks, right-of-way, water, wastewater, and stormwater infrastructure. Assigns and monitors field work, trains employees, promotes safe work practices, assists with project planning and the coordination of materials and equipment, and responds to emergencies and after-hours callouts.
Supervision Received
Works under the general direction of the Public Works Director.
Supervision Exercised
Provides day-to-day lead supervision and work direction to Public Works Laborers, seasonal or temporary employees, and other assigned personnel. Assists the Public Works Director with training, scheduling, work assignments, performance feedback, and field coordination. May be asked to provide field direction to contractors and vendors as assigned.
Essential Functions
Plans, assigns, coordinates, and participates in daily public works activities; establishes work priorities in coordination with the Public Works Director; monitors progress and quality of assigned work; and adjusts assignments as field conditions and operational needs change.
Performs and leads maintenance and repair work involving roadways, municipal facilities, parks and grounds, rights-of-way, water distribution facilities, wastewater collection facilities, stormwater facilities, fleet, equipment, and other public property owned or operated by the City.
Coordinates and participates in water utility work including the inspection, maintenance, and repair of water lines, valves, hydrants, meters, storage facilities, pumps, and related equipment; responds to leaks and service problems; and identifies and marks City utilities as assigned.
Coordinates and participates in street and grounds maintenance activities including snow and ice removal, roadway and shoulder maintenance, signs, drainage improvements, mowing, week control, painting, remodeling, cleaning, and other seasonal or routine maintenance activities.
Inspects, repairs, and maintains facility structures and equipment; makes adjustments to and/or operates process equipment; safely operates vehicles, heavy equipment, power tools, and hand tools required for assigned work.
Determines appropriate work methods, materials, equipment, and staffing needs for assigned projects; estimates quantities and assists with ordering or obtaining materials and supplies in accordance with City procedures; coordinates field activities with contractors, vendors, and other agencies as directed.
Provides hands-on training and instruction to assigned employees; demonstrates proper work methods; monitors compliance with safety requirements, use of personal protective equipment, traffic-control practices, and other applicable procedures; immediately reports accidents, unsafe conditions, and dangerous acts to the Public Works Director.
Helps Public Works Director maintain or review work orders, inspection records, maintenance records, equipment records, utility records, inventory information, and other operational documentation in written form or through City software; reports project status, service issues, equipment problems, and other concerns to the Public Works Director.
Responds professionally to questions and concerns from residents, contractors, and other City personnel; communicates field conditions and operational needs to the Public Works Director and assists with coordinating appropriate follow-up.
Serves as the lead field contact during assigned projects, emergencies, or periods when the Public Works Director is unavailable, consistent with delegated authority.
Participates in the Public Works on-call rotation and responds to emergency callouts after normal working hours, including water, wastewater, stormwater, road, snow, facility, and other public works emergencies.
Performs related duties as required.
Minimum Qualifications
Education and Experience
Graduation from High School or GED; additional job-related certifications and training are preferred.
AND
Five (5) years of progressively responsible experience performing closely related public works, utility, construction, equipment operation, or facility maintenance duties, including at least one (1) year of lead-worker, foreman, or supervisory experience;
OR
An equivalent combination of education and experience.
Knowledge, Skills, and Abilities
Working knowledge of:
Methods, practices, tools, equipment, and materials used in municipal public works operations, including streets, water distribution, wastewater collection, stormwater, parks, facilities, and fleet maintenance; work hazards and safe work practices; basic principles and operating routines associated with water and wastewater systems; work planning, scheduling, employee training, inventory control, and recordkeeping; and established procedures for operating equipment used in assigned duties.
Ability to:
Plan, prioritize, assign, coordinate, and inspect the work of others while also performing hands-on field work; provide clear instruction and constructive feedback; recognize and correct unsafe conditions; use equipment and materials properly; inspect and troubleshoot mechanical, utility, structural, and roadway problems; estimate labor, equipment, and material needs; read and interpret maps, plans, specifications, work orders, and written instructions; act quickly and accurately under emergency conditions; maintain detailed records in written form or through software applications; communicate effectively with coworkers, supervisors, contractors, and the public; and establish and maintain effective working relationships.
Special Qualifications
Valid State of Utah driver license. A Commercial Driver License (CDL) may be required for assigned duties and, if not held at the time of hire, must be obtained within six (6) months when required by the City.
Water and Wastewater certifications appropriate to assigned duties are required within twelve (12) months of hire, or within another timeframe established by the City based on system and regulatory requirements.
Must maintain licenses and certifications required by law or City policy for assigned duties and must be available to respond to after-hours callouts and emergencies as scheduled.
A variety of maintenance, repair, construction, equipment operation, and supervisory training and experience is highly preferred.
Work Environment
Physical demands may occur in activities related to walking, standing, climbing, stooping, kneeling, sitting, reaching, lifting, carrying, and operating vehicles, equipment, and tools; job functions require seeing, talking, hearing, and communicating in person, by phone, or through email and other electronic systems. Work is frequently performed outdoors and may involve exposure to weather extremes, seasonal conditions, traffic, moving equipment, noise, dust, uneven terrain, and utility work areas. Eye, hand, and finder dexterity are required. Mental application utilizes memory for details, emotional stability, adaptive thinking, judgment, and problem solving. Frequent local travel is required in the normal course of performing job duties; stressful situations may occur because of emergencies, public interaction, deadlines, and operational demands; responsibilities may require non-traditional hours, on-call duty, weekends, holidays, and emergency response.
Pay: $26.00 - $30.00 per hour
