The Opportunity
LocalPeople LLC is seeking two experienced Senior Full-Stack Application Developers to support the Teachers' Retirement System of Oklahoma (TRS) MyPAS 3.0 modernization initiative.
This is an opportunity to participate in a major, multi-year public-sector technology transformation designed to replace aging legacy applications, retire the existing ALICE pension administration platform, and transition TRS to a modern, cloud-native environment.
At the center of this transformation is MyPAS 3.0, a modern Azure-hosted pension administration system designed to integrate with the MyTRS member portal and MyERS employer portal.
TRS serves more than 210,000 employees and retirees across over 600 Oklahoma school districts, career technology centers, colleges, and universities, making it the largest of Oklahoma's six state pension systems.
This is not a short-term maintenance assignment.
The selected developers will have the opportunity to help build the next generation of a mission-critical public-sector pension administration platform that will support Oklahoma's education community for years to come.
The MyPAS 3.0 Modernization
TRS is actively transitioning from legacy technologies and fragmented business processes toward a unified, modern application environment.
The modernization is focused on improving scalability, maintainability, security, operational resilience, accessibility, and user experience while reducing manual processes, technical debt, system fragmentation, and legacy workarounds.

TRS has already established its project charter and Software Development Life Cycle (SDLC), modernized its member portal, migrated legacy environments to Azure, and is establishing the foundation for its modern applications.
The successful developers will work within this environment to design, develop, test, document, integrate, and enhance MyPAS 3.0 application components.
What You Will Do
As a Senior Application Developer, you will work closely with TRS technical staff, Business Analysts, product/project resources, testers, and business stakeholders to translate functional and technical requirements into secure, maintainable, production-ready software.
You will participate throughout the software development lifecycle rather than simply receiving development assignments.
Responsibilities will include:
- Design, develop, enhance, and maintain modern application components supporting MyPAS 3.0
- Develop responsive application functionality using Angular and modern web-development practices
- Design, develop, consume, and maintain REST APIs and system integrations
- Develop and support solutions within the Microsoft Azure ecosystem
- Develop and maintain Azure Function Apps and related cloud-based application components
- Work with Azure SQL Managed Instance and application data
- Participate in modernization and replacement of functionality currently supported by legacy applications
- Analyze existing legacy functionality, dependencies, interfaces, and business rules as part of system replacement
- Translate functional and technical specifications into maintainable application code
- Participate in requirements and user-story refinement with Business Analysts and project stakeholders
- Review user stories and acceptance criteria to ensure technical feasibility and completeness
- Perform coding, unit testing, troubleshooting, debugging, and technical documentation
- Participate in peer code reviews
- Prepare and submit pull requests for TRS review
- Develop APIs, interfaces, integrations, and automation workflows
- Troubleshoot defects and support functional and User Acceptance Testing
- Collaborate with technical and business resources to resolve issues and improve application functionality
- Deliver high-quality development work with a strong emphasis on security, maintainability, performance, and minimal defects
- Manage multiple development assignments while meeting established project timelines and SDLC requirements
Legacy System Modernization
Experience with legacy application modernization or system replacement is particularly valuable for this engagement.
MyPAS 3.0 is being developed to ultimately replace functionality currently supported by TRS legacy applications, including the ALICE pension administration platform.
Developers should be comfortable working in an environment where modern functionality may need to be designed based on existing applications, business processes, interfaces, data, and institutional knowledge.
We are particularly interested in developers who understand that modernization does not mean simply rewriting old code in a new language.
Successful modernization requires understanding:
What does the existing system do?
Why does the business need it?
What business rules are embedded within it?
What applications and interfaces depend on it?
What should the future-state process look like?
And how should that functionality be implemented using a modern, maintainable architecture?
Required Technical Capabilities
Candidates should have strong professional application-development experience and demonstrated knowledge of modern software engineering practices.
The ideal candidate will bring experience with several of the following:

Candidates do not necessarily need experience with every technology listed above. We are looking for developers with a strong modern application-development foundation who can quickly become productive within the MyPAS 3.0 environment.
Business & Functional Understanding
This position requires more than strong coding skills.
TRS is looking for developers who can understand the business purpose behind the software they are developing.
Developers will work closely with Business Analysts and stakeholders to understand business processes, functional requirements, user stories, acceptance criteria, and pension-system business rules.
Candidates should be comfortable participating in discussions involving:
- Business-process analysis

The successful developer should be able to communicate complex technical concepts clearly to both technical and non-technical stakeholders.
Public Sector Experience
Public-sector technology experience is strongly preferred.

Pension & Retirement Experience
Previous experience developing or supporting pension, retirement, benefits, or member-administration systems is highly desirable.

Location & Work Expectations
This engagement supports the Teachers' Retirement System of Oklahoma in Oklahoma City, Oklahoma.
Remote work flexibility is available; however, in-person attendance in Oklahoma City may be required for certain project meetings, technical sessions, workshops, or other project activities.
Candidates must be willing and able to attend required on-site meetings.
Travel expenses associated with required attendance should not be assumed to be separately reimbursable.
Typical working hours are approximately 8:00 a.m.–5:00 p.m. Central Time, with flexibility potentially available based on project requirements and approval.
