Through this effort, the City is identifying opportunities to improve coordination, clarify roles and responsibilities, and standardize tools, technologies, and processes where appropriate. A key priority is maintaining high-quality service delivery while exploring ways to optimize resources, reduce duplication, and ensure these core services effectively support the organization.

Job Appointment: Full Time. Regular.
Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM. Alternate schedules may be available.
Work Location: The current schedule for this position is remote. Occasional on-site time may be expected for management meetings or summits. The City is reevaluating a return-to-office (RTO) policy, which could change in-person requirements with notice. The hiring manager for this position will have more up-to-date information at the time of all verbal/contingent offers. In-person work will be conducted at 1120 SW 5th Ave, Portland, OR 97204. Starting Pay: The City of Portland follows the Oregon Equal Pay Act. Your salary is determined based on the experience listed in your resume that is directly related and equivalent to the position for which you are applying.
Position Summary:
The City of Portland seeks a leader who champions learning, seamless operations, and innovative technology solutions to propel good government forward. The Bureau of Technology Services is integral in improving how the City provides services and benefits to the people of Portland daily, and we are looking for innovative, collaborative leaders to drive these changes.
This recruitment is to hire one (1) Information Systems Supervisor to lead the Public Works Service Area (PWSA) Data Services team. This supervisor will report to the Public Works Service Area Technology Manager in BTS and will supervise a data services team with 10 team members. The PWSA Data Services team provides data infrastructure, governance, integration, engineering, and analytics, and product support to leadership and staff throughout the Public Works Service Area and is a key partner within the City-wide geospatial and data services apparatus. The supervisor will work with peers in other service areas as well as the Enterprise GIS and Data Services team to tackle City-wide data challenges to inform policy and improve city services.
As a Service Area Data Services Supervisor, you will:

Provide operational and data management leadership to your team; embrace challenges and seek innovative solutions while executing data projects.

Recruit and nurture an effective and innovative data services team with a focus on diversity, equity, and inclusion in all aspects of hiring and supervision.

Ensure technical and data requests are responded to and resolved in a timely manner following City-wide standards and best practices.

Cultivate effective working relationships and deliver exemplary customer service to the assigned service area.

Collaborate with other BTS managers and bureau partners to problem-solve and drive technology and data related initiatives.

Applicants must demonstrate how their education, training, and experience meet each of the minimum qualifications listed below:

Experience across a range of business and technology functions, including strategy development, project management, leadership, governance, gap analysis, product management, business process improvements, and policy creation.

Experience with a variety of data management and integration platforms (ex. Microsoft Azure or other PaaS or IaaS providers), data analysis and reporting methods (ex. regression, cluster, time series, factor analysis) and tools (ex. SQL, Python, R, ArcGIS etc.), data visualization and modeling solutions (ex. Microsoft Power BI, ArcGIS), and data governance frameworks (ex. DAMA-DMBOK, DGI).

Experience partnering with customers, vendors, and leadership to develop a vision, strategy, and goals that meet business needs and support continuous improvement.

Ability to lead a data services team responsible for data governance, data analytics and reporting, complex geospatial analysis, and web/mobile spatial solutions across multiple bureaus.

Ability to collaborate cross-functionally, provide direction to teams that don’t directly report to you, and proactively participate in Citywide data initiatives and collaborations.

Ability to coach and manage a diverse team, promote an equitable workplace environment, and foster a culture of collective learning and adaptability.
A common way to obtain the required qualifications listed above would include a minimum of five (5) years of experience managing data or information systems, and with at least one (1) year in a supervisory, team lead role, demonstrating an ability to grow, adapt, and lead in evolving scenarios.
