Responsibilities
This Senior Program Manager role within IDEMIA’s Civil Identity sector is responsible for owning a portfolio of projects across the United States mid-west region. The position is accountable for overall portfolio delivery and sustainment performance, profitability, growth, and customer satisfaction. The ideal candidate will lead multiple complex, multi-million-dollar system integration and sustainment projects and ensure successful execution within fixed-price, fixed-scope, and fixed-schedule constraints.
The Senior Program Manager will be expected to drive disciplined program execution through effective work breakdown, integrated master scheduling, time-phased budgeting, earned value management, and proactive performance monitoring. This role requires continual schedule and cost control, alignment with contract requirements and customer expectations, and strong coordination across internal functional teams to secure commitment and execution support.
Projects in this portfolio involve delivery of large-scale system integration solutions that combine COTS hardware with internally developed software, tailored for each customer deployment. Because these programs operate under firm contractual commitments, the delivery model emphasizes a traditional systems engineering approach focused on clear requirements definition, rigorous design documentation, controlled development, integration, certification, and on-time delivery. This is not a Product development effort utilizing pure Agile principles.
In addition to delivery programs, the role also oversees multi-year sustainment efforts that require proactive maintenance planning, defect monitoring and triage, and rapid customer response to maintain system performance and strengthen long-term customer relationships. Additional Program Manager support may be provided to assist in the internal management and execution of higher-complexity programs within the region for which this position is responsible.
This is a work-from-home position. However, as the regional portfolio owner, the qualified candidate is expected to travel to engage with customers and stakeholders.
Success in this role requires a leader who can operate independently, guide dispersed cross-functional teams, resolve engineering and execution issues with urgency, and maintain strong control of scope, schedule, and cost. Candidates with demonstrated success managing complex fixed-price, non-recurring engineering development programs will be especially well suited. The ideal individual will be highly organized, collaborative, action-oriented, and capable of building and leading high-performing teams across a portfolio of projects.
Essential Job Duties and Responsibilities:

Manages, oversees, monitors and approves elements of assigned projects and programs from bid and inception to deployment and sustainment including proposal development, solution decomposition, work package allocation, and leading teams to ensure proper requirements management, design documentation, development, integration, defect resolution, certification, deployment, and customer acceptance of products, ensuring adherence to budget, schedule and contract requirements

Serves as the primary program interface for customer executives, stakeholders, and operational leaders.

Maintains accountability for program financial performance, including budget tracking, estimate-to-complete reviews, margin protection, and timely escalation of cost or schedule variances.

Partners with customers to manage expectations from award through sustainment

Responsible for using best practice PMO methodology to create project management plans to fit the stakeholders/customers’ needs and deliver within budget on desired outcomes

Thorough understanding and compliance with awarded Contract

Creates partnership and ensures full integration of internal cross-functional relationships of engineering, quality, delivery, and other technical leads supporting program execution

Creates partnership and maintains strong customer relationships with focus on increased customer satisfaction while staying within the boundaries of the contractual commitments

Develops and manages complex development schedules with Microsoft Project

Ensures on-time delivery meeting internal gate review commitments, customer interim execution commitments, and deliverables across program

Leads recurring customer governance meetings, including status reviews, risk discussions, and executive briefings

Drives governance and executive decision-making, ensuring program risks, dependencies, and required leadership decisions are clearly communicated and actioned.

Develops and maintains a project risk register and successfully manages program risk and ensures risk exposure is minimized and mitigated

Conducts program coordination meetings and participates in program reviews

Allocates budget within the Microsoft Project schedule from which a baseline snapshot can be created to capture a Performance Measurement Baseline from which progress will be measured

Statuses Microsoft Project plan regularly to ensure percent complete is accurately captured, task durations and dependencies are proactively managed, and estimate-to-complete resources (labor and cost) are properly updated

Proactively coordinates with functional leads to ensure resources are available for programs such as engineering, quality, delivery, etc.

Frequently visits customers to ensure alignment and maximum customer satisfaction

Supports portfolio growth and customer expansion opportunities by identifying sustainment enhancements, contract growth areas.

Ensures that scope creep, communications, and quality are carefully managed

Owns and presents program status to executive leadership team monthly, including program performance dashboards to present quantitative evidence of performance and projected forecast using earned value principles

Qualifications

Advanced engineering degree or MBA is preferred

Project Management Professional (PMP) certification is highly recommended

Proficiency in Microsoft Office tools (Word, Excel, PowerPoint) is required

Proven ability to lead cross-functional program teams

Proven understanding of engineering, operations, system integration and test, quality assurance, configuration management, logistics, contract administration, standard business practices, and program finance

Ability to effectively communicate verbally and in writing, make presentations and conduct negotiations with customers, subcontractors, and vendors

Experience with secure credentialling, identity solutions, and/or biometrics preferred

Requires knowledge of state or government procurement, contracting, and standards and specifications
Requirements

Four-year college degree, or equivalent, with preferences in a design engineering discipline or related technical discipline

Minimum of 10 years of related technical or engineering experience including seven years of project engineering, project management, program management or other supervisory responsibilities.

The US base salary range for this position is $112,000 - $140,000 plus benefits. Our salary ranges are determined by role and level. The range displayed on each job posting reflects the compensation target for the role across all US locations.
