RESPONSIBILITIES
Diagnostic Laboratory Services, Inc. (DLS) is Hawaii’s largest locally owned and operated clinical and anatomic pathology laboratory. DLS is proud to serve the communities of Hawaii, Guam and Saipan and utilizes state-of-the-art testing and value-based informatics to promote optimal patient care to positively impact patient lives.
SCHEDULE
Regular Full-Time Position
Must be available Monday through Friday from 8:00 AM to 4:30 PM; nights and weekends as needed.
Must be flexible with schedule changes to meet operational needs.
Must reside on the island of Hawaii (Big Island) or Kauai.
HIRING RANGE
$120,000.00 to $145,000.00 annually
Actual pay commensurate with experience

JOB SUMMARY
Provides leadership and direction for all areas of responsibility. Plans, directs, and coordinates operational business planning, development and monitoring of goals, fiscal responsibility, policies and procedures and management. Directs laboratory operations to ensure compliance with all regulatory and accreditation requirements. Sets strategic goals that support the company vision and values. Builds and enables a resilient team.
DUTIES AND RESPONSIBILITIES
1.Coaches the management team to ensure operational activities in areas of responsibility are consistent with the company's vision, values and strategic goals. (25%)*
- Develops management teams through coaching and empowerment.
- Actively engages with all employees and creates an atmosphere aligned with our values and centered on teamwork and open-door communication.
- Establishes and evaluates targets for key performance indicators and major processes needed for best practices.
- Ensures audit systems are in place to ensure accuracy, validity and confidentiality of departmental processes.
- Develops and implements standardized operational policies and procedures for areas of responsibility.
- Engages in proactive and ongoing two-way communication.
- Succession plans and maintains an active pipeline for talent while guiding managers to do the same.
- Prepares and presents summary reports to the DLS Executives, Medical Director, and others.
- Investigates and addresses incidents involving patients, employees, clients, and visitors. Handles situation using appropriate company policy or procedure.
2.Plans and implements operational strategies for assigned hospital and other laboratories, ensuring laboratory services are properly assessed and integrated. (25%)*
- Ensures all work and resource management are aligned with the company's vision, values and strategic goals.
- Collaborates with hospital departments, outreach clients, and other stakeholders to improve and ensure the highest quality laboratory services.
- Partners across departments and companies to align Laboratory Information System (LIS) test menus, procedures and other services.
- Implements IT related projects and updates.
- Participates in hospital and other customer led workgroups and meetings for process improvement and quality initiatives.
- Monitors event reports to ensure laboratory services are effectively integrated and meeting customer requirements.
- Oversees inventory management and procurement of laboratory supplies and equipment.
- Trains new Laboratory Managers on technical and administrative roles and responsibilities.
- Assumes managerial responsibilities and provides coverage across all benches as needed.
3.Oversees compliance with regulatory and accreditation requirements for areas of responsibility. (20%)*
- Leads regulatory and accreditation alignment between areas of responsibility and within DLS.
- Validates that policies and procedures are accurate, align with current practices, clearly communicated and followed.
- Stays informed on latest regulatory and accreditation requirements and communicates to the team.
- Guides regulatory inspections for the laboratory and ensures operations and employees are prepared.
- Ensures quality control and assurance programs meet applicable regulatory requirements.
- Coordinates the availability of technical supervision in accordance with regulatory agencies.
- May serve as General Supervisor, Technical Consultant and/or Technical Supervisor to meet CLIA requirements. Refer to Laboratory Personnel and Licensure Requirements policy (QI-11- PER-01) for performance assessment and regulatory responsibilities.
4.Manages financial resources. (10%)*
- Prepares budgets for capital expenditures and operating expenses.
- Projects future needs for services, space, equipment, supplies and staffing.
- Develops and implements a monitoring system for budget compliance, controlling expenditures and activities in relation to budgetary goals and strategic plans.
- Maintains optimal, cost-effective delivery of services with highest possible quality.
- Participates in department financial performance reviews.
- Works with managers to plan and implement programs for laboratory financial management in areas of responsibility, including staffing and position control, non-salary expense management, and competitive use of capital funds.
5.Contract Management (10%)*
- Negotiates contract terms with internal and external business partners, including pricing discussions.
- Analyzes potential risks involved with contract terms and provides risk assessment and mitigation strategies.
- Organizes and leads strategy meetings for contracts to identify issues, requirements and obtain stakeholder input on timeliness and deliverables.
- Develops cost analysis for new test systems and assays.
6.Advises Vice Presidents and Medical Director on strategic business development and planning issues that impact the technical operations of the company. (10%)*
- Subject matter expert for areas of responsibility.
- Provides direction and support for the development and implementation of continuous quality improvements.
- Participates in the development of organizational long-term and future opportunity planning.
- Participates in, leads and facilitates meetings and projects involving internal and external stakeholders.
- Provides direction and support for projects.

JOB DEMANDS
Typical Physical Demands:
- Requires manual and finger dexterity, and eye-hand coordination and corrected vision and hearing to normal range.
- Able to distinguish colors.
- Able to wear personal protective equipment (PPE) such as lab coats, gloves, face shields, respirator, etc.
- Able to perform repetitive manual motion such as, but not limited to, pipetting, capping and uncapping specimens.
- Able to sit and operate PC up to two (2) hours continuously.
- Able to key up to three (3) hours a day intermittently.
- Able to lift and carry supplies weighing up to thirty-five (35) pounds occasionally.
- Requires air and ground travel frequently.
Typical Working Conditions:
- Work environment includes conditions common to administrative offices and hospital/laboratory environment, including working directly with potentially hazardous chemicals and/or patients with communicable diseases. Potential for inadvertent skin, eye, mucous membrane, or parenteral contact with blood or other potentially infectious materials.
- Generally works in an indoor, air-conditioned area.
QUALIFICATIONS
Education:
Required:
- Bachelor's degree in chemical, biological, clinical or medical laboratory science or medical technology from an accredited institution.
Experience:
Required:
- Eight (8) years clinical laboratory experience. Requires at least three (3) years in a hospital setting.
- Five (5) years management experience. At least two (2) years at a manager or above level.
Preferred:
- Independent (outreach) laboratory experience.
Certification:
Required:
- Certified as a Medical Technologist (MT) or Medical Laboratory Scientist (MLS) by an agency recognized by the Hawaii Department of Health State Laboratories Division.
Licensure:
Required:
- Hawaii State License as a Technologist.
