State Title: Human Relations Specialist
JOB DESCRIPTION
JOB GOAL:
To sustain and support the human resource functions for classified and certified personnel for the District including the ability to define problems, collect data, use complex technology systems and draw valid conclusions.
QUALIFICATIONS:
- Three (3) or more years of relevant experience.
- High School Diploma required. Associate’s degree or 60+ college credit hours preferred.
- Human Resources Certification preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of human resources methods and their application to the qualification process. Knowledge and ability to analyze information produced. Ability to work with district administration, principals and other school administrators in a customer focused and efficient manner to present information and analyze complex matters. Ability to effectively respond to questions on human resources issues.
REPORTS TO:
Director, Human Resources
PERFORMANCE RESPONSIBILITIES:
- Serve as a first-line source of information for questions regarding: compensation, benefits, recruiting/sourcing, talent management, certification, on-boarding, risk management, labor relations, and HR systems.
- Direct clients to HR subject matter experts as necessary.
- Maintain a close working relationship with the payroll and finance departments, central staff administrators, building administrators, district staff, and applicants.
- Advise and assist persons who are qualifying for positions; provide interpretative assistance with domestic and foreign equivalences with regard to transcripts and other documents.
- Responsible for all personnel functions as related to elementary, secondary, support or SAMP personnel including reappointments.
- Communicate with management, employees, applicants, and the public, both orally and in writing and at all levels.
- Create, maintain and file personnel records in a timely manner.
- Perform data entry as required for personnel transactions. Verify outdated data and make any necessary changes to records.
- Assist in monitoring out-of-field compliance to ensure that out-of-field teachers are taking required coursework.
- Create, prepare, and submit contracts for personnel, as appropriate.
- Assist in facilitating the selection of summer school staff and the oversight of the administrative pool.
- Respond to inquiries and concerns in a timely manner.
- Maintain a high level of professionalism and present the district in the best light possible during interactions with customers.
- Be knowledgeable of federal and state laws, Board policies, and Florida Department of Education (FLDOE) rules and regulations.
- Attend training sessions to stay abreast of current practices, upgrades, or new software or other programs used in the human resources office.
- Maintain personal and out-of-state leave information for the school district and prepare information for submission to the School Board for approval as appropriate.
- Perform related duties, as required.
PHYSICAL REQUIREMENTS:
Light work: exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as frequently as needed to move objects.
TERMS OF EMPLOYMENT:
Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be those established by the District.
EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on valuation of personnel.
